The Cycling Anti-Doping Foundation (CADF) is a non-profit Foundation under Swiss law whose role is to manage, as described hereunder, the anti-doping program of the Union Cycliste Internationale (UCI) for all riders of all disciplines. The CADF activities are conducted in compliance with the UCI Anti-Doping Rules and the World Anti- Doping Code. CADF main responsibilities are to:

  • Define and implement the doping control strategy on behalf of UCI;
  • Conduct a comprehensive in and out-of-competition testing program to detect prohibited substances and methods;
  • Manage investigations and intelligence-gathering in cycling;
  • Define and implement long-term sample storage and re-analysis strategies.

Job purpose

The Investigator works under the supervision of the Manager, Intelligence & Investigations (I&I), to run and develop Investigation activities. The Investigator will also actively support and assist the CADF I&I team in gathering information and producing intelligence.

He/she will be responsible for:

  • Developing Investigation capacities;
  • Implementing policies and practices relating to the conduct of Investigations;
  • Running or/and coordinating Investigations on doping wrongdoings;
  • Establishing and maintaining relationships with National and International Law Enforcement and
Customs Agencies

Key tasks

  • Work closely with the Manager and Intelligence Analyst and other CADF staff and assist with the day to day management of intelligence operations;
  • Develop Investigation capacities and implement related policies and practices;
  • Run or/and coordinate investigations based on intelligence produced by or/and shared with or/and reported to the CADF, and collect evidence on the potential or identified doping issues it relates to;
  • Deliver investigation reports on potential or identified doping issues with the support of the I&I Team;
  • Establish and maintain relationships with Anti-Doping Organisations, National and International Law
Enforcement (i.e. Interpol and Europol) and Customs Agencies under the supervision of the Manager including but not limited to coordinating the sharing of information for potential investigative actions and remaining up to day on ongoing investigations involving cycling or not;

  • Collaborate with the Manager and Intelligence Analyst in increasing the cooperation with WADA's Anti- Doping Intelligence and Investigations Network (ADIIN), WADA's Intelligence Working Group (IWG) and other key stakeholders to improve Intelligence & Investigation capacities;
  • Assist with the conduct of or directly lead interviews of athletes or/and athlete support persons in doping cases, particularly during the Substantial Assistance process, or under investigation for suspected doping wrongdoings;
  • Gain comprehensive knowledge and experience in the use of all intelligence software tools necessary to accomplish intelligence and investigative tasks (e.g. i2 iBase, Analyst Notebook, Tableau Software);
  • Support the Intelligence Analyst with the collection and processing of information to produce intelligence;
  • Support the Manager on operational and strategic decision-making based on intelligence produced or/and received;
  • Assist CADF in determining existing or/and emerging trends in the use of prohibited substances or/and methods;
  • Assist the Manager with CADF's Whistleblowing program upon request;
  • Develop/improve knowledge of and remain up to date with all disciplines of cycling, with doping and anti-doping practices;
  • Prepare presentations and/or special reports and undertake any other work at the request of the
Manager.

Qualifications/Experience

  • BS degree in forensic science, criminal law, criminology or relevant field
  • Extensive experience in leading law-enforcement investigations, preferably on an international level
(minimum 5 years)
  • Fluent in English
  • Proficient or fluent in French and any other language a strong asset
  • Well-developed investigative logic and ability to identify and follow up leads
  • Strong interviewing and analytical skills
  • Sound experience with i2 iBase and Analyst Notebook
  • Strong communication skills, both for written reports and for oral presentations
  • Possesses the highest levels of integrity, ethics and confidentiality
  • Able to work quickly, accurately and autonomously in a structured and organized manner
  • Knowledge of the sport of cycling and anti-doping an asset

Additional information

Working hours are 40 hours a week although flexibility is required in order to ensure core objectives are achieved. Occasional out-of-hours work may be required. Regular travels may be required.
