About the Department of Foreign Affairs and Trade (DFAT)

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.

The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

About the Position

The Australian Permanent Mission to the United Nations in Geneva, Switzerland is seeking to fill the position of Human Rights Policy Officer.  The position will support the Human Rights team within the Australian Permanent Mission to the United Nations to advance Australia’s human rights, humanitarian and other related priorities within the United Nations and other international organisations.        

The selection for this position will be based on merit and judged against the following Selection Criteria:

The key responsibilities of the position include, but are not limited to:

• Participate in and report on the negotiation of resolutions on behalf of the Australian Government at UN conferences and meetings, particularly relating to the following key human rights themes: gender; rights of persons with a disability; and migration; and other issues, as required.

• Represent the Australian Government and deliver statements at UN conferences and meetings, particularly relating to human rights, and report on outcomes

• Manage correspondence and liaise with Canberra-based agencies on human rights communications relating to alleged violations of international human rights law, and maintain clear records

• Liaise with the Office of the High Commissioner for Human Rights, particularly in connection with the Human Rights Council and Treaty Bodies, and maintain a range of working-level and senior contacts

• Undertake research projects, provide policy advice, and prepare background papers and briefing materials and speeches for use by the UN Mission, primarily relating to human rights

• Assist, working in a team, with public diplomacy activities for the UN Mission in line with thematic areas of responsibility

• Assist with the organisation of official visits, including Ministerial visits, and provide support during visits.  Flexibility to occasionally work outside standard hours is at times necessary.

Qualifications and Experience

• University degree in the field of human rights, politics, international relations or a related discipline
• Demonstrated experience/expertise working on human rights and related issues in a multilateral setting, including thorough research and analytical skills, familiarity with the Human Rights Council an advantage
• Knowledge of Australian Government policies and processes an advantage
• Strong written and oral communication skills in English.  Working knowledge of French is an advantage
• Well-developed negotiation and advocacy skills, including sound judgement and the capacity to exercise discretion and confidentiality
• High level administrative and organisational skills, including the ability to meet deadlines, be flexible and manage competing priorities with limited direction
• Highly developed interpersonal, representational and networking skills, including the ability to develop strong working relationships with a range of stakeholders
• Competency in standard Microsoft Office applications

A.Excellent oral and written communication skills in both English and French and demonstrated ability to liaise with and build effective networks, including high-level internal and external stakeholders. 

B.Ability to take initiative, set priorities and organise work effectively and efficiently, and to complete projects and assignments on human rights issues with limited supervision.

C.High level of proficiency with information technology systems, especially Microsoft Office products (Word, Excel & PowerPoint)

D.Ability to independently, and conduct thorough and accurate, research from a variety of sources including data, analyse findings to monitor trends and present findings/reports on human rights issues to a diverse range of internal and external stakeholders in an appropriate manner.

E.Demonstrate a good understanding and awareness of Australian Government policies and processes.
