The Specialist, PMRD Governance & Delivery Support is responsible for:

• Leading the effective discharge of PMRD’s responsibilities in relation to corporate governance and external reporting including to the Global Fund’s Board and Committees;
• Managing the development and implementation of plans, and content for, improved communications with the wider organization on PMRD related priorities and initiatives;
• Developing and monitoring plans for delivery against key PMRD priorities including tracking progress, identifying interdependencies and escalating emerging risks and issues;
• Advising the Manager, PMRD Governance & Delivery Support, the Chief Risk Officer (CRO), and the Head of PMRD on risks to delivery of priorities and potential mitigations based on ongoing dialogue with the PMRD department heads and managers;
• Leading on the coordination of front office support for PMRD including workforce and budget management.

The Specialist will be a skilled communicator with experience in briefing and advising senior stakeholders, and a track record of preparing high quality written reports and presentations on varied and operationally complex topics.

The Specialist will also be comfortable working in a fast-paced and dynamic environment, working on multiple priorities simultaneously.
The Specialist will be responsible for managing relationships with senior stakeholders across PMRD and the organization to promote awareness of, and engagement with PMRD priorities and initiatives.

Key Responsibilities

  • Manage, and guide content and messaging for routine and ad hoc reporting and briefing on PMRD related topics to senior internal and external stakeholders including the Management Executive Committee (MEC) and the Global Fund’s Board and committees. Routine reporting includes the bi-annual Risk Report to the Board and Performance and Accountability (P&A) metrics.
  • Act as the PMRD focal point for the Legal and Governance Department (LGD) on all governance related issues including evolution of governance and reporting models.
  • Lead on, and drive, the development and coordination of communications, including content development, to build organizational awareness and engagement with PMRD priorities and initiatives.
  • Work closely with PMRD teams and Communications to ensure a structured and proactive approach to change management for the introduction of new tools and approaches.
  • Develop plans, and monitor progress, for key PMRD priorities and deliverables, working closely with PMRD department heads and senior managers to understand and respond to bottlenecks, report on progress, and support the timeliness and quality of deliverables.
  • Prioritize issues for the attention of the Manager, PMRD Governance & Delivery Support,  the CRO, and Head of PMRD, taking into account dependencies and broader organizational priorities and deadlines. Provide strategic advice on progress, delivery risks, and potential mitigating actions. 
  • Oversee and manage the coordination of PMRD front office and business support, including acting as the divisional focal point for, and managing:
    • Priority setting and budget and resource planning including providing budget and workforce analysis;
    • Corporate reporting against P&A metrics;
    • Maintenance and updates to all PMRD related content in the Global Fund’s Business Process Model, the intranet, and the Global Fund’s website;  
    • Support for the wider division for all HR processes including recruitment and ensure a structured approach to onboarding;
    • Office of the Inspector General (OIG) liaison for PMRD; and
    • Identifying and responding to, opportunities for continuously improving the efficiency and effectiveness of PMRD business processes.
  • Manage and ensure the ongoing professional development of one business support coordinator.

Qualifications

Essential:

  • Advanced university degree in public health, epidemiology, or statistics.

Desirable:

  • Post-graduate qualification, certification, or professional membership or equivalent in management or other relevant subject area.

Experience

Essential:

  • Strong experience in project management or other related fields;
  • Proven experience in managing diverse teams, developing and engaging team members towards achieving high levels of performance and delivering results;
  • Strong strategic and tactical judgement and demonstrated experience of effectively partnering with other business units in multi-disciplinary environments, achieving change and impact through engagement, constructive challenge, and influencing;
  • Proven experience of designing and implementing complex policy and/or projects in time sensitive and politically complex environments.
  • Proven experience working in multi-national organizations managing organizational risks;
  • Proven experience in developing innovative, forward-thinking approaches to risk and assurance management;
  • Knowledge of AIDS, tuberculosis and malaria and/or global health, preferably with field experience.

Desirable:

  • 4 -6years of work experience with a minimum of 4 years in project management or other related fields;
  • Experience working in project management in the international development sector.

Languages:

An excellent knowledge of English and preferably a good working knowledge of French.  Knowledge of other languages is an asset.
