Senior Associate, Monitoring - GL C - 3 years Defined Duration

The Senior Associate, Monitoring will manage monitoring and reporting on the implementation of annual priorities across the organization through the implementation of the Global Fund's Performance and Accountability (P&A) Framework.

The Senior Associate, Monitoring will develop and implement a monitoring framework to support leadership in tracking progress on the implementation of key annual priorities through the use of metrics, targets and periodic qualitative and quantitative reporting. In addition to collecting and reporting on metrics, the Senior Associate, Monitoring will conduct analyses to proactively identify challenge areas and potential for improvement. The Senior Associate, Monitoring will work with the Lead, Planning and other key stakeholders, including other measurement and monitoring teams across the organization, to identify and escalate issues to leadership and support implementation of corrective actions to ensure overall progress. The Senior Associate, Monitoring will oversee and continuously evolve the monitoring framework and reporting approach used to facilitate this process.

Additionally, the Senior Associate, Monitoring will provide ad hoc support to time-bound optimization projects of the broader team, across the business cycle, as well as working with the broader Chief of Staff team on leadership support activities.

Key Responsibilities

Monitoring and reporting of implementation progress

  • Coordinates the development of a simplified performance monitoring framework and continuously helps to improve it based on the needs of the organization.
  • Collaborates, coordinates, follows progress and supports the work of teams across the organization to use performance metrics, targets and change initiatives to drive performance;
  • Conducts analysis of implementation progress and trends;
  • Facilitates meaningful cross-functional dialogue to proactively identifies risks and implementation barriers and proposes mitigation measures; and
  • Collaborates with Delivery Unit to operationalize continuous improvement loop of prioritization, monitoring and delivery of interventions.
  • Drafts summary reports and briefing documents on behalf of leadership

Qualifications

Essential:

  • Undergraduate university degree in business administration, public policy/administration, international development, global health or other relevant area.

Desirable:

  • Process and/or Project Management certification (i.e., Prince, PMI)
  • Additional qualifications in monitoring and evaluation

Experience

Essential:

  • Proven expertise in quantitative data analysis and visualization.
  • Demonstrated strong problem-solving skills and analytical capabilities, as well as creative thinking capabilities.
  • Experience of cross-functional coordination across multiple teams, functions or departments to achieve overarching goals.
  • Experience in facilitation of cross-functional working groups, workshops and meetings.

Desirable:

  • A minimum of 2-4 years of relevant work experience in M&E or analytics.
  • Familiarity with the Global Fund and its business model.
  • In-country experience of development and/or public health programs, preferably in LMICs/ countries with programs supported by The Global Fund.
  • Experience with data visualization software such as PowerBI or Tableau.

Competencies

Languages:

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
