The IT Planning Service is the strategy, planning, and control office for the entire IT of the Canton of St. Gallen. Our core mission is the expansion and maintenance of customer-oriented and secure IT services for the population and economy. We are responsible for the development and implementation of the cantonal IT strategy and organize all IT processes for efficient collaboration within the cantonal administration. In addition, we ensure smooth and secure data exchange with municipalities, other cantons, and the federal government.

IT Portfolio Manager (m/f/d)

What to expect
- You strategically align our IT portfolio and ensure that IT projects, applications, and services are used optimally.
- You ensure that our IT activities support the cantonal goals.
- You manage the costs of our systems throughout their entire lifecycle – always with a focus on efficiency, quality, security, and sustainability.
- You evaluate, prioritize, and coordinate IT initiatives and implement the right measures.
- You continuously develop our portfolio management processes, methods, and standards.
- You prepare decision-making bases, reports, and presentations for management bodies – clear, concise, and convincing.
- You support IT strategy development, proactively bring in trends and ideas, and work closely with specialist departments, IT teams, project management, and external partners – in a cooperative and goal-oriented manner.
What distinguishes you
- You have completed studies in computer science, business informatics, or a comparable qualification.
- You have several years of experience in IT portfolio management, project, or program management.
- You are well versed in project and portfolio management methods.
- You are proficient in IT controlling, cost-benefit analyses, as well as portfolio and governance topics.
- You think analytically, conceptually, and never lose sight of the big picture.
- You communicate clearly, coordinate confidently, and can handle various stakeholders.
- You work independently, structured, solution-oriented, and master German at a very high level, both spoken and written.
