Background
The United Nations Institute for Disarmament Research (UNIDIR) is an autonomous institution within the United Nations that conducts independent research on disarmament and related problems, particularly international security issues. The vision of UNIDIR is a stable and more secure world in which States and people are protected from threats of arms-related violence. The role of UNIDIR is to support Member States, the United Nations and policy and research communities in advancing ideas and actions that contribute to a more sustainable and peaceful world. UNIDIR is based in the Palais des Nations, Geneva.
UNIDIR’s Conventional Arms and Ammunition Programme (CAAP) examines and promotes ideas and action to prevent or mitigate the negative impact of unregulated proliferation and misuse of conventional arms and ammunition and thus lay the foundations for peace, security, and sustainable development.
UNIDIR’s Security and Technology Programme (SecTec) supports multilateral disarmament processes in responding effectively to the security challenges raised by technological innovation through the provision of accessible knowledge, relevant analysis and facilitated multi-stakeholder dialogue.
CAAP and SecTec are seeking a Senior Researcher to work on new research and related activities pertaining to the risks, implications and impacts of new and emerging technologies and their applications on the conduct, prevention and management of conventional conflicts and armed violence.
In addition, the Senior Researcher will also act as Coordinator for Futures and Foresight Research.
Responsibilities
The Senior Researcher will perform the following duties under the co-supervision of CAAP’s and SECTEC’s Head of Programmes:
- Conduct and oversee research activities, analysis, and related tasks, including events, related to:
- The implications of technological developments and innovation for conventional arms control;
- Technological developments and innovation in conventional arms, especially uncrewed systems;
- The risks and impacts of conventional arms technological developments and innovation for conventional warfare, armed violence, conflict prevention, management and resolution; and
- UNIDIR’s futures and foresight research.
- You will demonstrate intellectual leadership by developing research agendas, concepts and proposals for the Programmes
- Coordinate the implementation of activities for CAAP’s Exploratory Research Cell and SECTEC’s Science, Technology and Innovation workstream, including Futures and Foresight Research:
- Provide intellectual leadership and serve as coordinator and focal point for CAAP’s Exploratory Research Cell and SECTEC Science, Technology and Innovation workstream, including Futures and Foresight Research;
- Oversee, manage, and provide guidance to designated CAAP and SECTEC personnel, subject matter experts, and partners in the delivery of activities and outputs;
- Ensure quality assurance for publications, presentations, and events for CAAP’s Exploratory Research Cell and SECTEC Science, Technology and Innovation, including Futures and Foresight Research; and
- Organize and maintain documentation and records for CAAP’s Exploratory Research Cell and SECTEC Science, Technology and Innovation, including Futures and Foresight Research.
- Ensure the successful delivery of the CAAP and SECTEC strategies:
- Develop, build, and strengthen partnerships with key stakeholders and secure their buy-in for the CAAP and SECTEC strategy and annual workplan;
- Represent CAAP and SECTEC in external engagements, as assigned by the respective Programme Head;
- Provide substantive support to other parts of the programmes, in particular those providing advice, support and capacity-building;
- Support the CAAP and SECTEC Programme Heads in the development and implementation of the resource mobilization strategy, including developing proposals, fundraising activities, managing donor relationships; and
- Provide direction and guidance to the Programme Assistant with programmatic, logistical and administrative tasks, including procurement, travel, and human resources.
- You will support the Heads of Programme in mentoring and coaching more junior colleagues.
- You will assist in other duties as assigned by the Heads of Programme and the Institute’s other senior managers. These tasks include advising them on developments related to your fields of expertise and assisting other duties as required.
Schedule for the proposed work
A workplan for the duration of the contract will be established within the first two weeks of the contract. The Senior Researcher will have regular meetings with the SECTEC and CAAP Head of Programme to monitor progress on assignments. The Senior Researcher will inform the SECTEC and CAAP Head of Programme if there are any issues concerning meeting agreed deadlines.
Performance Indicators
The Senior Researcher will be evaluated at the end of their contract. Performance indicators include:
- Assignments are completed on time and to the satisfaction of the CAAP and SECTEC Programme Heads.
- Engagement is professional, team-oriented and positive.
- Active participation in the activities of the Institute.

Qualifications and Experience
Education
Required
- Advanced university (Master’s degree or equivalent) in international affairs, political science, international law;
Experience
- A minimum of 7 years of progressive research and work experience at the intersection of conventional arms control, technology, policy, conflict and security is required.
- At least 5 years of progressive experience in leadership and people management is desirable.
- A proven track record of producing policy-relevant publications is required (Please include list of publications and writing sample as described in the instructions below).
- A proven track-record of producing futures and foresight studies and deploying different types of futures methodologies is required.
- A successful track record in project management is required, including in the following areas: designing project activities; monitoring timelines and milestones; implementing activities within budget and on time; overseeing and guiding research activities of team members; and conducting follow up on project activities.
- A proven track record in building relationships with relevant policy partners across civil society, corporate, government and academia is required.
- Experience working for a UN entity or other international organizations is required.
- Experienced in international, multistakeholder settings, including convening stakeholders with differing perspectives to deliberate complex issues is desirable.
- A proven track record in resource mobilization is desirable.
- Knowledge of gender issues or experience with gender mainstreaming in a field relevant to the position is desirable.
Languages
For this consultancy, fluency in English (both written and oral) is required. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise, which may be followed by a competency-based interview.
Travel
The Senior Researcher may be required to travel during the course of his assignment. Dates and locations, should travel be required, will be determined during implementation of the project. In the event that travel is required, the Senior Researcher must complete the UN course BSAFE (online) and provide UNIDIR with a certificate of completion.
