The Department of Women, Children and Adolescents is tasked with providing quality care tailored to the needs of women at every stage of their lives and addressing the health issues faced by newborns, children, and adolescents from birth up to 16 years old. It offers cutting-edge services and centers of expertise in medical specialties.
The DFEA has three emergency structures (gynecological, obstetrical, and pediatric) open 24/7 and a comprehensive system of inpatient and outpatient care spread across 9 medical services, with an operating budget of 250 million francs and an investment budget of 5 million francs (excluding real estate projects).
Job Description
Under the direct responsibility of the deputy administrative and financial manager, and in collaboration with the finance department, you actively contribute to ensuring the department's economic balance in the medium and long term.
You analyze the activities, processes, and performance of the department, services, and units from a medico-economic perspective. You produce internal monthly analyses: monitoring efficiency against set objectives, analyzing financial variances, tracking institutional indicators, and proposing corrective measures. You monitor personnel cost developments, particularly additional staffing, replacements, and specific mandates, identify levers to optimize operating expenses, and propose corrective or preventive actions.
You participate in budget preparation, financial and operational reporting follow-up, and various continuous improvement projects for management processes. In this context, you develop and automate management tools (dashboards, key indicators, projections) tailored to service needs and provide methodological and analytical support to managers and service heads for decision-making assistance.
You keep abreast of hospital management control practices and regulatory or tariff changes. You train and raise awareness among teams (medical, nursing, and administrative) on management tools and medico-economic culture.
You contribute to billing follow-up and improving the quality of medico-administrative data (coding rates, CW, stays). You ensure the reliability and consistency of financial and medico-economic data across different systems (DPI, OPALE, GRECO, etc.).
You may be called upon to contribute to, lead, or facilitate multidisciplinary working groups (medical, nursing, administrative, financial, etc.), participate in cross-cutting strategic projects (e.g., new HdE, Balance group), and conduct medico-economic evaluations of new projects, investments, and services (business plan, ROI).
Qualifications
You hold a higher degree in management, finance, or controlling (Master, MBA, federal diploma or certificate) or an equivalent qualification.
You have at least 5 years of proven experience in a management control role, ideally acquired at HUG or within a healthcare network, including strategic and financial analysis missions. Knowledge of the Swiss healthcare system and its financing mechanisms is an asset.
You master standard office and analytical tools (Excel, Business Objects, IBM Planning Analytics). Experience using these tools in the HUG environment (reporting and dashboards, QlickView) is an advantage.
You possess excellent analytical skills, rigor, and organizational sense. Your autonomy, proactivity, and ability to operate in a demanding environment enable you to identify and prioritize the complex challenges specific to the DFEA.
You are recognized for your team spirit, cooperation and mutual support skills, and your written and oral communication skills ensure clear and concise information transmission to management and department leaders.
