- The SCAT's mission is to ensure sustainable development of the territory. Its prospective and regulatory action aims both to protect the natural bases of life and to create a harmonious built environment free of hazards, favorable to housing, social life, and economic activities. It establishes the cantonal master plan, controls the adequacy of municipal planning with land use rules, and coordinates building permit procedures. The service is being strengthened to ensure diligent processing of building permits.
As part of your role, you ensure the renewal of the building permit processing software.
In this capacity, you lead the working group responsible for reviewing the building permit processing process, supervise legislative adaptations, and establish the specifications for the business functionalities of the new application. You support the IT contractor during the development phase, conduct testing and commissioning of the application, and then train the users.
Holder of a technical education, ideally a HES architect or an education and background deemed equivalent, you have professional experience in the construction and development sector or IT implementation. Equipped with good knowledge of construction law and building permit procedures, you demonstrate writing skills, a proven sense of communication and negotiation, as well as an aptitude for teamwork. Mastery of IT tools and business process management is required.
