The Emergency Service attached to the Department of Acute Medicine (DMA) is a cross-functional service whose missions are to welcome patients 24/7 regardless of the nature of their health problem, to ensure rapid and effective care in order to direct the people taken care of to the most appropriate structure. The Emergency Service also provides urgent medical assistance at the cantonal level, coordinates and manages major events, while being a reference service for the canton’s structures.
The Health Emergency Center 144 handled 268,000 telephone communications in 2022, including the reception of 126,000 emergency calls. This telephone activity generated 35,000 primary ambulance interventions and 10,500 inter-hospital ambulance transfers. In addition to this regulation activity, the Health Emergency Center 144 is responsible for organizing and planning the Geneva prehospital emergency system.
As part of institutional projects and the constant evolution of the Emergency Medical Alarm Center 144 (CASU), we are looking for a project manager to consolidate all the projects of the unit.
Job Description
You are responsible for managing projects of low or medium complexity (reorganization of incoming lines, creation of a triage line for non-vital calls, central certification project, implementation of new regulation and coordination tools, etc.).
You are responsible for managing external resources in project management. You collaborate with external providers to best support the unit managers.
You are a driving force for strengthening synergies between the main projects of the CASU-144 unit (collaborations between project managers, harmonization of reporting, etc.).
Your methodological support and coaching skills help accompany the projects.
You participate in and coordinate the preparation of activity reports in direct collaboration with the medical manager and the operational manager of the CASU-144 unit.
In this context, you assist the medical manager and the operational manager of the Emergency Medical Alarm Center (CASU) in their project management activities in accordance with the policies defined by the HUG general management, the Cantonal Health Office (OCS), and the Swiss Rescue Inter-Association (IAS).
You act as an internal consultant on behalf of the General Management, the Executive Committee, a steering committee, a medical department, or a management team, to conduct studies or diagnostics in the fields of organization, management, quality, administration, economics, and health policies, under the supervision of the medical manager and the operational manager of the unit.
You support and promote project management.
You assist the employees of the Emergency Medical Alarm Center Unit in project management and change management support.
You lead and/or participate in reflection on improving the organization and internal processes.
Qualifications
You hold either a HES Bachelor in nursing or an equivalent title recognized by the Swiss Red Cross, with 5 years of experience in acute nursing; or a diploma as a paramedic or an equivalent title recognized by the Swiss Red Cross with 5 years of experience in prehospital care.
You also hold a university degree (Bachelor/DAS) in project management, and/or public health, and/or health institution management.
You have at least 1 year of successful experience in project management as an occasional project manager or project support.
You have prior experience in a prehospital emergency service and/or triage in a level 1 emergency service, or equivalent experience in a health regulation center.
You master project management methods and tools (e.g., Hermes).
You have a sense of organization, rigor in file follow-up, and a synthesis mindset.
You have interpersonal skills, tact, and a good team spirit.
You have innovation, negotiation, and adaptability skills.
