- The OSMO provides the cross-functional services of the SPCH, particularly in the areas of traffic management, signage, and soft mobility, all based on georeferenced data related to roads and waterways, which are also essential for planning the development and maintenance work carried out by the SPCH.
You are the head of the office responsible for Road Data Management and Maintenance (GMAR). In this capacity, you plan and organize the sector's activities. You supervise, ensure, and coordinate the development, maintenance, and technical operation of the SPCH information systems, notably to:
• enable the planning of structural maintenance of cantonal road pavements;
• provide the necessary data for the establishment of the road noise cadastre;
• make all necessary data available to service collaborators for the execution of their tasks;
• establish the cadastre of drainage pipes for cantonal road pavements;
• provide the basic data for exceptional transport routes.
You manage and monitor contractors on technical and financial levels. The financial management of the activity sector, data acquisition, and the definition of the design and implementation of the information system layers, as well as the evolution of the Roads theme on the cantonal geoportal, are your responsibilities. You ensure coordination with SITN regarding data provision and interdepartmental cross-functional files.
With a degree as an EPFL or HES engineer, or as an experienced technician in geomatics or civil engineering with strong complementary skills, you have more than 5 years of experience in the GIS field.
You have excellent command of IT tools related to the field of activity (PostgreSQL spatial database, QGIS, and geodata processing tools such as FME).
You know how to take initiative, prioritize tasks, and appreciate working autonomously, with a capacity for innovative solution research and a strong interest in analysis in a constantly evolving field. Your leadership ability, rigor, excellent sense of responsibility and collaboration, as well as your flexibility in work organization, are essential for this position, which also requires good interpersonal skills.
Knowledge of English would be an asset.
