The Legal Framework and Permits area is one of the three divisions of the Construction Department. Head of Building Permits and Municipal Planning 100%
Main Responsibilities
- You lead seven employees in the areas of building permits and owner-binding municipal planning
- You coordinate the building permit process, advise builders and planners, conduct objection negotiations, and manage appeal procedures
- You accompany private and municipal planning projects
- You are a member of the Cityscape Commission and the Building Commission
- You handle budget, reporting, and controlling tasks for your area of responsibility
- In your role, you ensure a high standard regarding architectural and legal quality, efficiency, customer orientation, and deadlines
Requirements Profile
- Master's degree from a university or university of applied sciences in spatial planning or equivalent education (e.g., lawyer) with further training within a Master of Advanced Studies (MAS), e.g., in spatial development
- Leadership experience
- Legal understanding
- In-depth knowledge of public and private construction, planning, and environmental law, spatial planning instruments, and interest balancing
- Architectural and urban planning assessment competence
- Experience in project management and coordination of cross-departmental projects
- Holistic thinking and organizational skills
- High social competence and balanced judgment
- Initiative, economic thinking, and negotiation skills
- Confident communication in German, both spoken and written
- You bring a pronounced ability for cross-departmental collaboration and understand how to integrate and weigh different perspectives to achieve overarching goals
