HEAD OF ADMINISTRATIVE POLICE AT 100%
Responsibilities:
- Directly attached to the Commander, the Head of Administrative Police leads the administrative police division and manages the following activities: commercial police, administrative service and public security (ASP, traffic signage and monitoring). In this capacity, you support and advise the Commander on institutional, legal and organizational matters, while ensuring the coherence, legal compliance and quality of decisions and processes within your division. You also lead cross-functional projects and represent PRM with municipal and cantonal partners.
Tasks:
- Lead the administrative police division and supervise the services under your responsibility (public security, commercial police, administrative service).
- Coordinate, support and lead cross-functional projects.
- Validate letters, authorizations and files from the commercial police and administrative service.
- Write or supervise certain reports, recommendations, and explanatory notes intended for municipal and inter-municipal authorities.
- Ensure the follow-up of fines and litigation within your scope.
- Propose and develop the budgets of your division, ensure financial monitoring and oversee proper accounting.
- Monitor the evolution of case law and legal bases and inform the police force.
- Guarantee relations with the member municipalities of the association and with the City of Morges in particular.
- Ensure institutional representation: participation in municipal and cantonal working groups, OPV bodies and various official occasions.
- Replace, if necessary, the President of the Police Commission.
- Demonstrate flexibility and perform any useful task for the functioning of the service or at the request of the hierarchy.
We are looking for:
- University degree or equivalent, supplemented by postgraduate training in administration, institutions and public finance (or equivalent).
- Several years of successful experience in a senior management position including at least 5 years within a public administration.
- CAS in public entity management (CEP – ISP) or willingness to undertake this training.
- Excellent knowledge of the functioning of the Vaud police.
- Very good knowledge of administrative law, labor law and professional procedures.
- Strong financial and accounting skills in the public sector.
- Strong writing skills, analytical and synthesis mindset.
- Ability to organize, sense of priorities and excellent stress resistance.
- Loyalty, discretion, availability, sense of public service and irreproachable ethics.
