Six Questions about the Spatial Development Framework REL The local party FDP Suhr has submitted six written questions to the municipal council. The municipal council adopted the answers below at its meeting on May 5, 2024. 1. Will the REL, when completed, be placed on the agenda of a municipal assembly? If yes, which one?
If not, does the municipal council not fear a loss of trust, or is it aware of the consequences? At the municipal assembly in November 2021, a motion from the assembly to submit the completed draft of the REL to the municipal assembly for a decision was rejected. Accordingly, a submission to the municipal assembly is not planned. In addition to the prescribed participation procedure, the municipal council also wants to gather the various opinions through extensive participation. This is done on the one hand with a broadly composed accompanying group that includes not only all parties but also representatives of businesses, families, integration, etc., and on the other hand by offering the population the opportunity to express themselves on various topics already in the analysis phase. In addition to an online survey, four neighborhood discussions and a village walk were offered, and a poster campaign was carried out to reach as much of the population as possible. From the feedback, a "mood picture" was developed, which forms the basis for the REL Suhr. Insights from the feedback were presented at the information forum and the evaluation was published on the homepage. 2. What were the specifications given to Planar when the contract was awarded? What was Planar's starting point?

The procedure for developing an REL is defined by the canton. See the Planning Guide 1
"Spatial Development Framework (rel)". Four planning offices were invited to submit offers for the development of the REL. The request for offers explained the starting point, the procedure, the project organization, and the intentions of the municipality. The contract was awarded to the company Planar. They received all essential basics relevant for the analysis part: cantonal master plan, land use planning documents, KGV, high-rise concept, open space concept, neighborhood profiles, all design plans, local history, relevant projects such as upgrading Bahnhof Nord, renovation of Tramstrasse, VERAS, photos of Suhr, information on ongoing projects (study contract Bahnhof Süd, at Stadtbach, interim use Gilgenareal), neighborhood development projects, etc. No content goals were given to the planners: both the goals of the REL and the strategies on how to achieve them are to be developed together with the population. The municipal council considered the following topics particularly important in the request for offers:
  • - Which areas are suitable for high-quality inner development?
  • - Which areas should remain unchanged in their appearance?
  • - How can Suhr be strengthened as a workplace?
  • - How can the municipality of Suhr, with the development focus "Housing" according to the cantonal
master plan, prepare for population growth? - - How do we deal with open spaces and recreational areas? The project organization with a core group and an accompanying group was specified. The core group develops the drafts together with the planners, which are reviewed by the accompanying group. Afterwards, the proposal is discussed with the population at a "Suhr conference." The consolidated version is approved by the municipal council and again submitted to the population for participation. 3. What are the goals and detailed objectives set for the REL? How is the achievement of goals evaluated? The goal of the REL is to provide an overall view of the spatial development of Suhr and the development goals for the coming years. It will serve as a binding instrument for the authorities and as a basis for the next revision of the land use planning. (See also the answer to point 2.) The REL for Suhr comprises three phases. In the first phase, the situation and conditions were analyzed and the needs and wishes of the population were collected in an online survey. In the second phase, a target image for the next 20 to 25 years is created for the municipality. By comparing the current analysis and the target image, the need for action is determined and located on a strategy map. We are currently in this phase. On June 8, 2024, the goals and strategies will be discussed with the population at the Suhr conference and new inputs will be collected. After this conference, the draft will be consolidated by the core group and submitted to the municipal council for approval for public participation. In the third phase, all interested persons or groups can comment on the draft development framework during the public participation. The results will again be presented to the population. Finally, the municipal council of Suhr establishes the development framework as a binding strategy for the authorities and has the REL approved by the canton. 4. Are strategic aspects outside the REL targeted (traffic, economy, finances, etc.)? The REL is an overall view that must include and consider everything. Naturally, very different aspects play a role in setting goals and looking into the future: first the cantonal master plan, then other basics such as the KGV, economic development, and also municipal finances. (See also the answer to point 2.) 5. What is the further schedule and what is the current cost status of the project? The goals and strategies are in draft form and were discussed with the accompanying group at the meeting on April 18. On June 8, they will be presented and discussed with the population. The core group will then prepare the submission for the municipal council for public participation. After the public participation, the municipal council will approve the finalized draft of the REL and send it to the canton for approval. (See also the answer to point 3.) Suhr cannot implement a maxi-project with the credit of CHF 200,000. However, the municipal council is convinced that the key to a meaningful REL lies in participation. In this area, more was invested in the analysis phase than initially planned, as well as for additional events. Nevertheless, according to the current state of knowledge, there will be no relevant credit overruns. 6. When will the panel discussion planned for early 2024 take place? The panel discussion will take place on May 16, 2024, at 7:00 p.m. in the Vinci school building, Mona Lisa room.
