If not, does the municipal council not fear a loss of trust, or is it aware of the consequences? At the municipal assembly in November 2021, a motion from the assembly to submit the completed draft of the REL to the municipal assembly for a decision was rejected. Accordingly, a submission to the municipal assembly is not planned. In addition to the prescribed participation procedure, the municipal council also wants to gather the various opinions through extensive participation. This is done on the one hand with a broadly composed accompanying group that includes not only all parties but also representatives of businesses, families, integration, etc., and on the other hand by offering the population the opportunity to express themselves on various topics already in the analysis phase. In addition to an online survey, four neighborhood discussions and a village walk were offered, and a poster campaign was carried out to reach as much of the population as possible. From the feedback, a "mood picture" was developed, which forms the basis for the REL Suhr. "Spatial Development Framework (rel)". Four planning offices were invited to submit offers for the development of the REL. The request for offers explained the starting point, the procedure, the project organization, and the intentions of the municipality. The contract was awarded to the company Planar. They received all essential basics relevant for the analysis part: cantonal master plan, land use planning documents, KGV, high-rise concept, open space concept, neighborhood profiles, all design plans, local history, relevant projects such as upgrading Bahnhof Nord, renovation of Tramstrasse, VERAS, photos of Suhr, information on ongoing projects (study contract Bahnhof Süd, at Stadtbach, interim use Gilgenareal), neighborhood development projects, etc. No content goals were given to the planners: both the goals of the REL and the strategies on how to achieve them are to be developed together with the population. The municipal council considered the following topics particularly important in the request for offers:
