The Finance Directorate (DF) is responsible for implementing the financial policy of the Geneva University Hospitals. Beyond aspects related to improving the quality of care, major challenges in terms of operational efficiency are present within the hospital. Reducing length of stay, improving waiting times, and the proper allocation of resources are three essential performance areas to understand and optimize.
The new Flow and Organization Engineering Service is attached to the medico-economic management division of the DF. Supporting transversal institutional developments or mandated by project managers, this service works in synergy with the medico-economic management division, the Decision Support Service (SID), the Projects and Processes Directorate (DPP), support departments, administrators, and department heads.
Job Description
As Head of the Flow and Organization Engineering Service:
You lead, supervise, and develop the teams of the service (SIFO) while ensuring for the HUG an advanced expertise in flow and organization engineering, based on methodologies, techniques, and effective tools necessary for the proper sizing of hospital resources, process optimization, and solving complex problems.
You lead and manage a portfolio of flow and organization analysis projects originating from the General Management and/or the Executive Committee and/or the Finance Directorate, ensuring their integration into the institution's value chain in organizational, technological, and cultural dimensions.
You lead, manage, and facilitate project groups composed of varied multidisciplinary professional profiles from different fields. You master all concepts, methods, and tools specific to the management, planning, and conduct of flow improvement projects, and you master organizational and change management techniques.
You conduct consulting missions with leaders to drive institutional changes concerning organization, process optimization, risk prevention, proper resource allocation, and continuous process improvement through complex problem-solving approaches based on retrospective historical data from the information system.
You support field teams in implementing and monitoring reorganization measures and develop performance monitoring and improvement indicators.
You support, promote, and accompany continuous improvement approaches and are the guarantor of organizational optimization methods within the institution by proposing methods, new practices, tools, and techniques to HUG employees.
You develop partnerships and academic research projects with research institutes, universities, and higher education institutions to maintain a high level of expertise in flow and organization engineering.
Qualifications
You hold a Master’s degree following university or HES training in statistics, data analysis, operations research, or industrial engineering. You also hold a certificate in Lean Six Sigma flow analysis (Black Belt level).
You have at least 10 years of experience in patient and logistics flow analysis and have successfully managed projects with numerous structural and organizational challenges in healthcare institutions. You must be able to discern financial and institutional issues. Additionally, you have good knowledge of health economics and hospital process issues.
This position requires excellent mastery of simulation methodologies and tools (such as Flexsim), standard IT and office tools (notably Excel), mathematical and statistical tools (R language), and database management systems (SQL language).
You have a sense of rigor and organization. You act methodically and efficiently and demonstrate strong interpersonal, listening, and networking skills. In addition to your collaborative spirit, you are autonomous and enterprising while ensuring smooth information flow.
You are comfortable writing analysis reports. You have the pedagogical and diplomatic skills necessary to orally communicate analysis results to a broad and multi-professional audience with different levels of responsibility. A solid academic background (research, higher education) would be a distinct advantage for the position.
