PRACTICAL SHEET N° 3 Setting up a commission To establish a youth commission What is a youth commission? A youth commission is a group of people who meet regularly to act on issues related to youth. It can be an analysis and reflection body, address proposals to authorities (executive or legislative) on identified needs and problems or on any issues related to the promotion of childhood and youth. There is no absolute rule. The composition of a youth commission is to be defined with its members (plan at least 2 meetings per year, maximum 8). Members of the youth commission can participate within their working hours or their elected mandate. Secretariat work (taking minutes and sending invitations) can be handled by a staff member. It is not essential to formalize a youth commission. However, it is possible to create a charter or statutes to establish its operation. Which budget? Generally, youth commissions are flexible structures that incur few costs beyond the working time granted by their members. However, it may be interesting to consider operating expenses (allowances, travel expenses or related to a specific project, refreshments, etc.). A calculation can be made based on the number of members. Inter-municipal scope (equitable financial participation).
