This role plays a vital part in the delivery of the European Rail Traffic Management System (ERTMS) transformation activity, proactively preparing the business for the impact of changes being delivered by the programme, ensuring appropriate people change management activities are planned and completed.

The ERTMS Change Management Specialist is accountable for fostering a positive change environment and spread of engagement about what ERTMS means in practice. This role will encourage a culture of collaboration and knowledge sharing both internally within the wider programme and externally to promote DB Cargo’s pioneering work as part of the ETRMS Programme.

The role will support the ERTMS Lead Business Change Manager on work to develop and implement the business change, engagement, and communications plans for the organisation. The role will provide support across THE business ensuring changes are coordinated and implemented effectively into business as usual.

Responsibilities

Responsible for the overall employee experience, ensuring that the transition(s) to the new ways of working for ERTMS is positive and supported by robust ‘day in the life’ and ‘employee journey and learning maps’.

Development and ongoing co-ordination of a Change Network to support the implementation of the business change and change management activities across the organisation.

Assess the change impact by conducting impact analysis, assess change readiness and identifying key stakeholders. Attending relevant national programme forums for culture and communications development.

Monitor change readiness and business stability as the project implementation progresses and work with the lead Business Change Manager and the business to develop and implement remedial actions, where required.

Supporting DB Cargo teams in the transition to ETCS by following the Management of Change guidance.

Monitoring the businesses ongoing capacity to cope with the level of change whilst the change is being embedded.

Support in the production of resistance management strategies and analysing behavioural change needs to incorporate into change management planning.

Support in the creation of and implement change management plans that are tailored to the needs of projects and operational readiness enabling the successful transition of those impacted to new ways of working and new and/or changed processes and technologies.

Communications and Engagement

Working with the DB Cargo Communications Team and the Lead Business Change Manager to develop, implement, and manage the ERTMS DB Cargo communications and engagement strategy and plan.

Work with the ERTMS Communications Manager, for the development, implementation,

and measurement of the internal and external communications engagement strategy and

plan.

Undertake temperature checks to assess the effectiveness of the communications, behavioural change, engagement and change management activities.

Ensure all stakeholders are regularly updated on progress and risks working with the DB Cargo Communications Team, operational readiness leads and the Business Change Manager.

Provide approach and co-ordination of site tours, event schedule and visits across internal and external stakeholders (including national programme), measuring the outcomes.

Training and Development

Engage with ERTMS Training and Development Manager and Lead Business Change Manager to ensure ETCS training needs are identified and embedded into overall change management plans.

Co-ordinate the production of a change learning ‘journey’ for each role in the business, in liaison with ERTMS Training and Development Manager, operational readiness leads and Lead Business Change Manager, to support how training, familiarisation and learning activities will be delivered and implemented for a successful transition.

Support the undertaking of training measurement to assess effectiveness, ensuring any lessons are identified, reviewed, and addressed in future training deployments.

Lessons learned and Best Practice

Lead the DB Cargo teams ETCS Lessons learned approach adhering to the national lessons learned champion process and DB Cargo Management of Change guidance.

Produce a strategy and approach for a DB Cargo ETCS knowledge and network capability to support in the development and implementation of new business processes, key requirements, and technology.

Implement an ETRMS events calendar for DB Cargo ERTMS to publicise and encourage stakeholder and programme attendance at key business forums.

Embed an ERTMS culture into DB Cargo through encouraging a collaborative environment, supporting the development of ERTMS industry skill requirements and innovative practice.

Represent DB Cargo (and as required the freight sector) for ERTMS for all lessons learned, incorporating best practice and feedback on the sector impacts.

Títulos

Essential:

A Proven track record of implementing successful change projects.

Experience in developing communication plans and materials.

Ability to plan and monitor business change activities.

Excellent written and verbal communication skills.

Excellent organisational skills.

Highly Desirable:

Experience of working in a transformational environment.

Previous experience of working to the Common Safety Method for Risk Evaluation & Assessment in a railway environment.
