Under the leadership of the Chief of Staff (CoS), the Manager, Leadership & Organizational Planning will hold a pivotal role in driving the organization's leadership effectiveness and delivery on annual priorities. The Manager, Leadership and Organization Planning will lead a team to support the Global Fund’s leadership, facilitate annual planning and progress monitoring as well as respond to new and emerging needs of the Executive Director (ED) and CoS.

The Manager, Leadership & Organizational Planning spearheads the CoS Office’ support to key leadership bodies within the Global Fund. This individual will support the functioning of the Management Executive Committee (MEC) by aligning on priorities and managing agendas, coordinating input to meetings, preparing decisions and tracking and following up on decisions coming out of the MEC. The manager will also collaborate closely with the CoS and MEC to implement governance structures and operating mechanisms around the Extended Leadership Team (ELT) to enhance overall impact, engagement, and collaboration amongst ELT members. Finally, this individual will work with the CoS on duties related to supporting the ED, preparing input and interventions of the ED, participating as a proxy in designated organizational committees and advancing other emerging topics, as appropriate.

The Manager, Leadership & Organizational Planning will also lead the organization's annual planning process, supporting the development of annual priorities, working with divisions on implementation plans, and inputting into the annual workforce and operational expenditure (OPEX) budgeting process, ensuring that resources are allocated strategically to drive organizational priorities forward. The Manager, Leadership & Organizational Planning will maintain oversight of implementation progress through monitoring, identifying key issues in a timely manner and developing potential solutions for the attention of Global Fund leadership.

In addition to the Manager, Leadership & Organizational Planning's core responsibilities, this individual will provide ad-hoc support to emerging priorities and requests arising from the ED and CoS, prioritizing the team’s capacity to help make rapid progress on these.

Key Responsibilities

Leadership effectiveness

  • Leads the planning and organization of MEC meetings to ensure appropriate content is discussed and decisions are made. This includes setting agendas, identifying key discussion topics and items that require MEC decision, and determining appropriate follow-up actions with the respective responsible.
  • Facilitates effective use of MEC meeting time, ensuring decisions are made in alignment with organizational goals and are subsequently monitored.
  • Leads the planning and organization of ELT meetings and engagement to develop an effective and engaging ELT community.
  • Fosters engagement and collaboration among ELT members across the organization.

Implementation planning

  • Oversees the Global Fund's annual planning process, including the development of annual implementation plans as well as corresponding targets and metrics.
  • Leads a cross-functional team on the prioritization of change initiatives as part of the annual OPEX budgeting process.
  • Builds trust and understanding across leaderships levels, fostering cross functional alignment and integration to support prioritization and monitoring across teams.
  • Contributes to determination of Delivery Unit project priorities in alignment with annual planning and monitoring processes, in collaboration with the Chief of Staff and Manager, Delivery Unit.

Monitoring and reporting of implementation progress

  • Maintains oversight of delivery on annual priorities via a simplified monitoring framework.
  • Develops progress reports and brings challenges to the attention of leadership in a timely manner, engaging the full MEC for collective ownership, as appropriate. 
  • Oversees and leads process improvement efforts related to performance monitoring, including a streamlined performance and accountability monitoring framework.

Lead Leadership Support and Planning Team

  • Contributes effectively and collaboratively to the leadership team in the Chief of Staff Office.
  • Collaborates with Manager, Delivery Unit to operationalize continuous improvement loop of prioritization, monitoring and delivery of interventions.
  • Guides and manages a small team in delivering leadership support, implementation planning, and monitoring activities.
  • Manages day-to-day workload and engagement of the team, including actively managing the team pipeline of projects/ initiatives.
  • Provides strategic guidance to ensure that day-to-day tasks align with overarching organizational objectives.
  • Provides mentorship and guidance to develop the teams’ skillsets and leadership abilities.

Ad-hoc responsibilities

  • Leads rapid response to new and emerging tasks and requests as delegated by ED and CoS, both at the individual and team level.
  • Demonstrates flexibility and agility in dynamically adapting team’s workplan and priorities to accommodate ad hoc needs.

Subject to change by the Executive Director at any time at their sole discretion.

Qualifications

Essential:

  • Undergraduate university degree in business administration, public policy/administration, international development, global health or other relevant area with 8 - 10 years of relevant post university experience; Or
  •  Postgraduate university degree in business administration, public policy/administration, international development, global health or other relevant area.

Experience

Essential:

  • Significant experience working in global public health, international development or nonprofits.
  • Significant work experience throughout the management life cycle from planning to implementation to monitoring.
  • Proven experience in coordinating executive-level meetings and agendas, preferably in a fast-paced environment.
  • Proven experience in overseeing organizational planning of financial and human resources.
  • Proven track record in overseeing the design and use of organizational performance monitoring frameworks.
  • Experience of cross-functional managerial activities.

Desirable:

  • A minimum of 8-10 years of relevant work experience.
  • In-country experience of development and/or public health programs, preferably in LMICs/ countries with programs supported by the Global Fund
  • Familiarity with the Global Fund and its business model.

Competencies

Languages:

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
