The Office for Municipalities and Civil Status is the centre of expertise for municipal matters. It supervises the administration and budget management as well as civil status and land registry. It implements the cantonal financial equalisation, manages municipal financial statistics, and supports municipal structural projects. Additionally, it provides services for private individuals in the areas of citizenship, name changes, adoptions, registration of foreign civil status events, and property acquisition by persons abroad. The municipal supervision team advises authorities and administrations in the area of administration and budget management and conducts training and supervisory audits.
We are looking for a
Legal Specialist in Municipal Law (m/f/d)
Starting 1 November 2026 or by arrangement
Workload: 50-100%
Workplace: St. Gallen
What to expect
- Legal advice and support for citizens, municipal authorities, and administrative staff in implementing legal requirements
- Design and delivery of training and further education for authority members on the Municipal Act and other regulations
- Conducting supervisory audits with a focus on administration
- Advising internal departments on questions regarding the interpretation of municipal law and ensuring coherent implementation of legal requirements
- Drafting supervisory orders or more complex information for municipalities as well as instructions, leaflets, and tools for municipalities
- Building and maintaining a knowledge database
- Commentary on the Municipal Act
What distinguishes you
- Bachelor’s or Master’s degree in law or administrative training with additional legal qualification (legal agent, legal specialist, paralegal)
- Professional experience in public administration, a municipal office, as a council clerk, or in municipal law
- Willingness to deliver presentations for training and further education of authorities
- Confident demeanour for presentations and exchanges with professionals
- Team spirit and willingness to collaborate with other departments (e.g., the legal staff)
- Communication and service-oriented mentality
