Job Description
To support the structural improvements sector of the Directorate of Agriculture, Viticulture and Land Improvements (DAGRI), we are seeking a project manager.
Land improvements in the canton of Vaud aim to improve living conditions and the economic situation of rural areas, particularly in mountain and peripheral regions. They include measures for the development, construction and reorganisation of land ownership, serving agricultural production and respecting resources.
Within DAGRI, you contribute to ensuring the quality, compliance and sustainability of structural improvement projects, while participating in the evolution of practices and tools in the sector. You operate at the crossroads of project monitoring, control, analysis and advice, in collaboration with DAGRI teams, authorities and various partners involved in the projects.
Your expertise thus helps to structure processes, secure public investments and support project leaders in the realisation of their works, while contributing to the evolution of the regulatory framework and sector practices.
Responsibilities
- Design and implement an internal control system for the structural improvements sector, ensuring compliance with applicable legal bases, directives and procedures, and contribute to integrating sector procedures and processes into the future subsidy information system (SIS).
- Design and implement the control mechanism for subsidised projects to guarantee that completed works comply with subsidy decisions, are used according to their intended purpose, and meet maintenance obligations.
- Develop, update and disseminate technical documentation for the sector to make requirements and obligations clear and accessible to project leaders.
- Contribute to the modernisation of the legal and regulatory framework for land improvements, notably through analysis of the existing system, comparative studies and formulation of proposals for evolution, in collaboration with the legal unit.
- Advise and support public and private entities, clients and project owners in the design, planning, implementation and monitoring of their land improvement projects, particularly regarding technical, administrative, legal and financial aspects.

Qualifications
- Higher education at EPFL or HES level in an engineering field (agronomist engineer, civil engineer, forestry engineer EPFL or HES) or equivalent training.
- Approximately 5 to 7 years of experience in managing construction projects, ideally in rural engineering or civil engineering. Experience in auditing is also a relevant profile for this position.
- Excellent analytical, synthesis and writing skills, with the ability to analyse processes, develop procedures and produce technical documents.
- Good interpersonal skills and a collaborative spirit, enabling work with a variety of stakeholders.
- A global vision and sense of perspective, with a good ability to grasp issues as a whole.
- Understanding of written German is an asset.
