The Directorate of Justice and Home Affairs (JI) fulfils a variety of tasks, from A for archives to Z for civil status. At our General Secretariat, the threads come together. We support the director of the directorate and our units, handle cross-cutting issues, and accompany and lead programmes and projects.
With RRB No. 444/2026 for the introduction of cantonal Data Governance, an important milestone was reached for the systematic handling of data in the canton of Zurich: data is to be managed as a strategic resource and its quality, availability and use sustainably improved. This creates the conditions for data-based decisions, multiple use of data, and the responsible use of new technologies, especially in the field of artificial intelligence.
We do not just want to manage data, but to use it as a driver for effective decisions. Therefore, we are looking for a Data Officer (m/f/d, 80-100%) in the General Secretariat from 1 October 2026 or by arrangement, initially limited to 2 years, to help us shape an administration that acts data-driven, efficiently and future-oriented.
Your main tasks
- You actively shape the cantonal Data Governance, implement it in the JI and drive strategic data management in the JI. You form the connecting function between strategic and operational levels in the data management of the JI.
- For this, you moderate between management, specialist departments and the Data Competence Centre in the Office for Statistics and Data. As an interface in the Operational Data Steering Committee (OSD), you bring the concerns of the JI into the cantonal Data Governance.
- You develop the data strategy for data management in the JI. This includes building, implementing and further developing structures, processes and guidelines in the JI in accordance with the cantonal Data Governance.
- You enable the units of the JI to manage data to a high standard in accordance with legal and organisational requirements and promote awareness of responsible data management.
- You establish control mechanisms (metrics, controls, reporting) for the effective implementation of Data Governance and support this implementation through training, advice and practical tools.
Your profile
- Tertiary education (e.g. business informatics, data science, computer science, statistics, business administration with a focus on data/analytics or administrative sciences related to digitalisation and data)
- Solid experience in data management, Data Governance and data-related digitalisation; knowledge of common frameworks (e.g. DAMA, DCAM) is an advantage
- Strong ability to address different stakeholders at all hierarchical levels appropriately and to build sustainable relationships
- Experience in managing projects or initiatives, ideally in a client role, strong in coordination and stakeholder management
- Convincing communication and consulting skills (written and oral)
- Independent, responsible working style with high initiative and service orientation
