Chief of Staff: Protection and Intervention (100%)

The Protection & Intervention Winterthur (SIW) department consists of three main divisions and just over 70 employees. The Fire Department division includes a powerful professional and militia fire brigade with around 50 permanent employees and 130 militia members. The Civil Protection division manages a large civil protection organization with around 500 civil protection service members, the Ohrbühl training center, as well as structural civil protection. The Staff division supports the department management politically, strategically, and administratively for the two operational main divisions, leads cross-divisional projects, and thus creates optimal framework conditions for success.Your Tasks
- Management of the Staff division with 5 employees and member of the executive management
- Preparation and coordination of executive management meetings/seminars
- Further development of SIW strategies and management of cross-divisional projects
- Political-administrative coordination with the department, city council, and partners
- Main responsibility for quality management, risk management, ICT, monitoring, controlling, personnel, finance, and secretariat for the entire department
Your Profile
- Advanced vocational training or university degree (e.g., Public Management, Strategy Development, Political Science)
- Several years of leadership experience in an emergency services organization, public administration, or a comparable environment
- Strong communication, planning, and conceptual skills, confident appearance at all levels
- Political sensitivity and experience in dealing with authorities, politics, and partner organizations
- Experience in managing complex areas of responsibility and high strategic leadership and management competence
