About the job
Class and annual salary (including 13th month salary):
16 118'888.-- / 192'731.--
Tasks:
- take operational leadership of the Cantonal Finance Control (CFC) ensuring administrative, financial and human resources management
- take technical leadership of the CFC in the field of internal and external audits and related quality control in compliance with the internal regulations of the Cantonal Administration (CA) and generally accepted auditing standards
- ensure the achievement of the annual and four-year objectives established with the CFC planning
- collaborate with the Grand Council in exercising high supervision, carry out ad hoc mandates or provide specific advice on financial and procedural matters at the request of the Management and Finance Commission or other parliamentary Commissions
- provide the State Council with specific advice on financial, procedural and organisational matters, and carry out ad hoc mandates at the Government's request
- participate in and possibly coordinate internal or external working groups of the CA compatible with the role and status of the Service
Requirements:
- complete academic training (bachelor + master or licence), obtaining the APF Specialist diploma in finance and accounting is a preferred qualification
- several years of experience in auditing, preferably in financial management
- several years of experience in team leadership
- excellent knowledge of Italian (conversation and writing), good knowledge (written and spoken) of the official languages and English
- excellent communication and negotiation skills
- excellent analytical, synthesis and writing skills
- excellent decision-making, organisational and conflict management skills
- ability to take responsibility and manage complex contexts
- goal-oriented and process optimisation focus
- flexibility and excellent adaptability to changing work environments
- great stress management ability
- excellent conduct, no record incompatible with the function
- preferred qualifications: knowledge of the processes and workflows of the Cantonal Administration
- Swiss citizenship
- good knowledge of the Office package (Word, Excel, PowerPoint), as well as SAP and Teammate
Special remarks:
- considering that the Cantonal Finance Control is registered as an Expert Auditor in the relevant register of the Federal Audit Oversight Authority, experience and necessary requirements may constitute a preferred qualification.

Employment conditions:
- appointment or assignment: as provided by the Law on the Organisation of State Employees and Teachers of 15 March 1995 (LORD) and the related Regulation. Any changes in law concerning salary and organisation are explicitly reserved
- working hours: 42 hours per week (for a 100% employment rate), flexible or according to service needs
