Continuing Education Manager for State Staff

Who are we?
The Personnel and Organisation Department (POD), a central service of the State of Fribourg, implements the management and leadership of human resources and the organisation of the canton. The POD acts in accordance with legal provisions as well as the policies and strategies decided by the State Council. Furthermore, it operationally ensures the payroll payment for all State staff.
The "Personnel and Organisation Development" section has as its main missions organisational and professional development, including initial vocational training and continuing education, job analysis management, as well as support for the budgetary procedure (post management).

Do you want to contribute to the development of the skills of the State of Fribourg staff? Join our team and play a key role in implementing measures and projects related to continuing education. You will work at the heart of skills development, designing training schemes and deploying measures adapted to field realities. You will also help strengthen support for employees and managers in their professional practice, while promoting learning approaches and supporting skills transfer.
Your missions
- Gather skills development needs
- Advise and support various stakeholders
- Lead projects to design and implement training and continuing education programmes, as well as support measures
- Coordinate management mandates (outsourcing of training programmes)
- Manage the training programme for managers and senior managers
- Support and accompany the digitalisation of the continuing education offer
- Ensure compliance with legal HR bases, particularly regarding training
- Monitor the training budget, ensure quality follow-up and evaluation of skills development schemes
Desired profile
- Bachelor/Master (UNI / HES) or equivalent training
- Several years of experience in training or skills development
- Additional training in personnel development, an asset
- Project management experience
- Knowledge of public procurement, an asset
- Excellent writing and communication skills
- Results-oriented and ability to propose solutions adapted to the public administration environment
- Very good command of digital tools
- Fluency in French or German with excellent knowledge of the other official language
