The new Global Fund Strategy, Fighting Pandemics and Building a Healthier and More Equitable World: Global Fund Strategy (2023-2028), sets out how the Global Fund partnership aims to accelerate impact towards the 2030 horizon and contribute to a world free of the burden of AIDS, tuberculosis and malaria with better, more equitable health for all, as set out in Sustainable Development Goal 3.

Realization of the Strategy’s vision in a rapidly changing global context requires active evolution of the Global Fund’s work, policies and operational model to ensure they are optimally positioned to maximize the impact of our resources and build the sustainability of Global Fund-supported programs. Important areas of work that will help deliver these aims include, but are not limited to, operational model updates to strengthen the sustainability of Global Fund investments, the Global Fund’s collaboration with other global health institutions such as Gavi on malaria vaccines, and adaptation of core policies to deliver these efforts.

The Associate Specialist will work with the Senior Strategy and Policy Advisor, as well as other senior members of the Strategy and Policy Hub (including Senior Policy Advisor) to develop and evolve relevant strategic areas of work, policy and core operational aspects of our model. This will involve developing strategic options, policy guidance, undertaking research and data analysis, and deducing evidence-based recommendations to inform the strategic and policy direction of the organization.

The Associate Specialist will also support the Head, Strategy and Policy Hub in providing support to other functions or workstreams in which the Department is involved.

Key Responsibilities

Under the guidance of the Senior Strategy and Policy Advisor, and other senior members of the Strategy and Policy Hub (including the Senior Policy Advisor), the Associate Specialist will:

  • Undertake high-quality data analysis of metrics relevant to the Global Fund’s mission to derive take aways and recommendations to support Secretariat, Strategy Committee and Board decision making.
  • Review and synthesize conclusions, findings and key recommendations from partner reports, independent literature, assessments, evaluations and reviews, to guide the direction of work or coordinate the organization’s response as required.
  • Solicit and incorporate input from internal Secretariat and external stakeholders on operational model revisions and associated strategy and policy updates, and synthesize key conclusions and strategic implications from these consultations, including pros and cons, risks and mitigation efforts.
  • Develop talking points, briefings, presentations, papers and other materials to inform senior management decision making on strategic and policy matters.
  • Contribute to drafting of strategic recommendations, policy documents and/or revisions, as well as corresponding Committee and Board documents and presentations.
  • Develop and maintain relationships with internal and external stakeholders to effectively collaborate, innovate and resolve challenges on joint areas of work across organizations.

Undertake other tasks as required relevant to the day-to-day work of the Strategy and Policy Hub, including discreet assignments in response to emerging issues.

Qualifications

Essential:

  •  Bachelor’s degree in global health, development, economics, business administration, international relations or related field.

Desirable:

  • Post-graduate university degree in global health, development, economics, business administration, international relations or related field

Experience

Essential:

  • Relevant work experience, ideally within an international management consultancy, a public health or development organization, major multilateral or bilateral organization, not-for-profit, or related settings;
  • Strong writing skills, with experience distilling and synthesizing the key strategic points of research, analysis, written input and extended discussions, as well as in drafting longer text or papers to inform decision making;
  • Experience drafting concise reports, capturing the key salient points of extensive discussions or meetings;
  • Experience undertaking advanced Excel-based analyses to deduce key take-aways to inform decision making;
  • Experience in developing high-quality PowerPoint presentations to effectively communicate key, strategic messages based on the outcomes of analysis or stakeholder input;
  • Strong attention to detail.

Desirable:

  • A minimum of 2-4 years’ relevant experience within a major international management consultancy, a public health or development organization, major multilateral or bilateral organization, not-for-profit, or related setting;
  • Experience and familiarity with the key indicators, information sources, global reports and organizations in the fields of international development, HIV, TB, Malaria, health systems and development economics;
  • Demonstrated understanding of the latest topics and innovations at the forefront of the international development, especially in relation to HIV, TB, malaria, building resilient and sustainable systems for health, equity, gender equality, human rights and other relevant sectors;
  • Experience working in a health or development program in a developing country;
  • Experience and familiarity with the Global Fund, its funding model and operations;
  • Knowledge of the 2023-2028 Global Fund Strategy highly desirable.

Competencies

Languages:

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
