Job description
The Scientific Information Division (DIS) of the University of Geneva (UNIGE) manages the activities of the UNIGE Library. It is also responsible for matters related to scientific information.
Structured as a network operating across four sites (Uni Arve, Uni Bastions, Uni CMU, Uni Mail) and a coordination service, the UNIGE Library provides significant collections and services to the university community and the city in the fields of research and teaching.
The DIS management team wishes to add the skills of a:

Job description
Under the responsibility of the Director of DIS, and with the support of an administrative and financial assistant under your supervision, you will be responsible for managing the human, financial and administrative resources of the division, supporting the managers of the five Library sites in their human resources management, and managing the division's financial resources.
You will monitor the financial and human resources of the Division, representing an annual budget of over 30 million Swiss francs and a workforce of approximately 180 employees. In this context, you will be responsible for budget and financial matters and operations and will closely assist the Director of DIS in the annual budget project preparation process. You will also carry out regular accounting monitoring of all expenses.
In close collaboration with all administrative services of UNIGE, you will ensure compliance with existing administrative procedures and participate in their updating, creation and implementation.
Regarding human resources management, you will support the Library site managers and assist them in their team development and strengthening projects. You will also analyse their needs and allocate or prepare allocation decisions. Furthermore, you will oversee the implementation of the division's skills development policy.
As a member of the DIS Management Committee, you will contribute to the development strategies of the University of Geneva Library, participate in their implementation, and provide your expertise in human resources and financial management in the day-to-day management and projects of DIS.
Required qualifications and skills
Education and experience
- University degree or HES diploma or equivalent in financial management and human resources.
- At least 5 years’ experience in a similar position. Good knowledge of public administration operations is a definite asset.
- Excellent knowledge of administrative and financial management as well as human resources management.
- Knowledge of administrative law.
- Knowledge of budgetary and accounting rules.
- Knowledge of financial monitoring and human resources management tools.
Skills
- Strong analytical and synthesis skills, especially in complex environments.
- Proactive, highly adaptable, good listener and naturally personable.
- Organised, able to work completely autonomously.
- Ease and fluency in oral and written communication.
- Fluency in spoken and written English; partial use of German is a plus.
