Project Manager IT and Organisational Development
Migration and Civil Law Office | 80-100 % | Chur
The Migration and Civil Law Office (UMDC) is a service of the Department of Justice, Security and Health (DGSS) and is responsible for the implementation of cantonal legislation on foreigners and asylum. The UMDC currently employs around 230 staff working at more than 20 locations in the canton of Graubünden.
From 1 January 2027 or by agreement, we are looking for a project manager IT and organisational development who will be responsible for the strategic, conceptual and operational management of the service's digital transformation.
- In collaboration with management and internal and external specialists, responsible for the strategic and operational development of digital services, specific applications and operational processes of the Office.
- Develops the Office's digitalisation strategy, focusing on digital transformation, the development of electronic data exchange with surrounding systems, and the sustainable development of activities and organisation.
- Monitors and manages selected IT and organisational projects from preliminary study to planning and implementation. In this context, analyses and visualises cases, develops strategies and decision bases, develops work packages and prepares project plans. Ensures that project objectives are achieved in compliance with cost, deadline and quality guidelines.
- Analyses and optimises business processes, with particular attention to process analysis and design. Supports specific departments in the reorganisation and digitalisation of processes, as well as in the introduction of new systems and organisational changes.
- Operational coordination of departments affected by digitalisation is part of the responsibility, including collaboration in budget preparation and control, procurement, as well as performance and contract management. Ensures that digitalisation activities meet requirements, are carried out economically and comply with the Office's strategic objectives.
- Acts as the central contact person for ICT and digitalisation issues within the Office and coordinates collaboration with internal and external service providers. Maintains regular exchange with interest groups, identifies the need for action in good time and supports the implementation of appropriate measures.
- Acts as an intermediary between our users, management and IT specialists. Effective and target-group-appropriate communication with interest groups, partner organisations and clients completes the diverse tasks.
- Training or professional development in computer science, business informatics or an equivalent field (e.g. digital business developer with a federal certificate of competence)
- Experience in managing ICT and digitalisation projects; further professional qualifications, e.g. CAS/MAS in project management HERMES, IPMA or PMI, are an advantage. In-depth knowledge of AI applications
- Insight and understanding of processes and interrelationships, organisational talent and a structured working method
- Problem-solving skills as well as analytical and interdisciplinary thinking
- Flexibility, teamwork skills as well as a high level of autonomy, personal initiative and attention to quality
- Good oral and written German skills
- Good knowledge of several cantonal languages is an advantage
