Job Description
The Legal Procedures Unit of the Directorate General for Social Cohesion (DGCS) is responsible for handling appeals and monitoring judicial procedures (administrative, criminal and civil) in the field of social assistance, as well as providing the necessary legal support for the activities of our directorate. To strengthen this dynamic team of around twenty colleagues, the DGCS is looking for a Legal Officer.
Responsibilities
- Examine, process and decide on appeals lodged against decisions taken by the implementing authorities (IA) of the Integration Income (RI), namely the Regional Social Centres (CSR) and the Social Integration Centre for Refugees (CSIR) in the field of social assistance.
- Prepare and file criminal complaints concerning reported offences related to RI and follow up on the procedure.
- Manage the continuation of procedures and represent the DGCS before various administrative and criminal bodies independently, including in cases of appeals or appeals to the Cantonal Court or the Federal Court.
- Request the establishment of real estate pledges from RI beneficiaries who own a property and conduct the procedure in direct collaboration with the notary.
- File maintenance claims based on Articles 277 para. 2 and 329 of the Civil Code and represent the DGCS in civil proceedings.
- Prepare legal opinions for the attention of the Implementing Authorities and the DGCS in specific cases and participate in the development of the unit's collective knowledge.

Qualifications
- Holder of a Master’s degree in law.
- Minimum 3 years of professional experience within a cantonal judicial authority or a similar administrative/associative/private entity.
- Knowledge of the Vaud Cantonal Administration (ACV) is desirable.
- Analytical and synthesis skills, including in complex cases.
- Good writing skills and clear oral expression.
- Excellent organisation and flexibility.
- Sense of responsibility and public service ethics.
