The Department of Justice, Security, and Health fulfills various tasks for the Graubünden population and includes eight offices as well as the department's secretariat. One of these offices is the Office for Migration and Civil Law Graubünden. The office deals with tasks in the areas of migration, asylum, and return, entry, residence and identification, integration, civil rights, and civil law (especially civil status and name law). The office management is located in a central location in Chur. You can expect a well-coordinated team with an open and appreciative culture and a solution-oriented working atmosphere. As the head, you report directly to the head of the Department of Justice, Security, and Health.
Due to the retirement of the current post holder, we are looking for a new head of the Office for Migration and Civil Law starting June 1, 2026, or by agreement.

Your area of responsibility
- Organizational, professional, personnel, and financial responsibility for the office with around 200 employees
- Ensuring the proper handling of the office's business and managing efficient and seamless processes
- Preparation of government and cantonal council matters within the office's area of responsibility and participation in legislation
- Providing appropriate information to the public and responding to media inquiries
- Implementation of the relevant federal and cantonal migration, asylum, and integration legislation
- Responsible for integration and the development and implementation of the corresponding programs
- Leading, supporting, and implementing projects
- Representation of interests in commissions, working groups, and roundtables
- Maintaining contacts with federal offices, cantonal departments, municipal authorities, and partner organizations in the migration and asylum sector
What we wish from you
- University degree preferably in the legal field and training in leadership and management
- Knowledge in the areas of asylum, migration, and integration is desired
- Many years of experience in leadership positions and/or in public administration
- Knowledge and experience of cantonal political and administrative structures as well as procedural processes
- Sensitive assessment ability for political situations of all kinds
- Positive view of people and appreciative basic attitude
- Excellent communication skills and experience in conflict management
- High social competence, resilience, and enjoyment of interdisciplinary collaboration
- Knowledge of the Italian and/or Romansh language is an advantage
