Economist Public Transport Procurement Procedure

The Office for Energy and Transport is the cantonal centre of expertise for questions in the areas of energy and public transport. In the field of public transport, we are responsible for the strategic planning and mutual coordination of the entire public transport system in the canton of Graubünden. We coordinate public transport by rail and bus and take the lead in planning, designing and implementing projects for a future-oriented public transport system. Good connections to the national and international rail network as well as regular and frequent services in regional and commuter traffic are of central importance for maintaining and further developing the living, tourism and economic area of Graubünden.
We are looking for an economist for the public transport procurement procedure for the Office for Energy and Transport from 1 December 2026 or by arrangement.
- Implementation of the procurement procedure for regional public transport (RPT) for individual public transport companies (road and rail)
- Handling demanding business management and financial legal issues related to public transport
- Development of service agreements with transport companies, accompanying and monitoring their implementation
- Handling complex strategic and conceptual issues related to public transport in the canton of Graubünden
- Responsibility for concluding target agreements with transport companies
- Representation of the canton of Graubünden in cantonal and national working groups on public transport
- Enthusiasm for a strong and economical public transport system in the canton of Graubünden
- University or university of applied sciences degree in business or economics
- Strong interest in strategic issues
- Experience in independently handling conceptual questions
- Knowledge of public transport or a comparably complex sector (e.g. energy industry or healthcare) is an advantage
- Structured and reliable working style with high personal responsibility and strong quality awareness
- Enjoyment of interdisciplinary collaboration, assertiveness, negotiation skills and adeptness in dealing with different stakeholders
- Fluent command of the German language, both spoken and written
- Good knowledge of several cantonal languages is an advantage
