About the job
The Human Resources and Organisation Department serves as a centre of expertise and is the central point of contact for supervisors and employees of the cantonal administration regarding personnel matters. It provides comprehensive and professional HR support throughout the entire cantonal administration and is responsible for the full range of modern personnel management.
To ensure and further develop our contemporary, effective, and high-quality personnel management, we are seeking a
Head of Human Resources and Organisation Department 100 %
starting 1 January 2027 or by arrangement, based in Glarus.
Responsibilities
- Professional, organisational, financial, and personnel leadership and further development of the department
- Responsibility for personnel strategy and personnel policy in close cooperation with the governmental personnel commission
- Advising and supporting departments / managers on organisational, labour law, personnel-specific, or social issues
- Leading recurring administration-wide HR projects (e.g. pay equity analyses, employee surveys, job evaluations)
- Developing and implementing concepts and measures in personnel recruitment, retention, and development
- Recruitment of managers and specialist professionals
- Drafting proposals and statements to the government or the cantonal parliament on behalf of the department
- Planning and reporting (personnel budget, staffing plan, training and development costs)
Requirements
- University degree with further training in personnel (coaching, mediation, personnel development, or similar)
- Proven leadership skills and several years of performance record in the specialist field
- Solid experience in public administration is an advantage
- High resilience, flexibility, reliability, and discretion
- Analytical and networked thinking, structured working method
- Conceptual skills and implementation strength
- Strong oral and written communication skills as well as confident presence
- Negotiation skills and assertiveness
