HR Business Partner 80 - 100%The General Secretariat is the leadership staff of the Director of Education and includes, in addition to the Personnel and Services Department, the areas of Political Planning and Communication, Specialist and Legal Services, Finance and IT, Construction, as well as Educational Planning. Here, the affairs and projects of the entire Education Directorate are coordinated.
For our team, we are looking for a professionally qualified and confident individual as an HR Consultant from 1 January 2027 or by agreement.
Your area of responsibility
In this role, you advise and support managers and employees of the General Secretariat and the University Office in demanding personnel matters throughout the entire HR lifecycle. You take on a central role in assessing and coordinating complex, sensitive, or cross-departmental cases and contribute to a uniform, legally compliant, and pragmatic HR practice within the Education Directorate.
Your main tasks in a decentralised HR structure include advising our offices on personnel, labour law, and organisational issues, supporting challenging individual cases, especially in the areas of incapacity for work, separation situations, as well as reviewing complex personnel matters. You also work closely with HR services and other interfaces. In particular, you support the HR managers of the offices and contribute to the further development of HR processes, fundamentals, and tools for the entire directorate. Your duties also include training supervisors or HR personnel and organising events. If necessary, you participate in projects and take on the leadership of smaller sub-projects.
Your profile
You have several years of professional experience in a comparable HR role and are confident in a complex organisational environment. Ideally, you are familiar with the requirements and procedures of the public administration and have a good understanding of the particularities of a politically influenced environment. You hold a recognised higher qualification in the HR field, possess sound knowledge of labour law and personnel law, as well as a strong understanding of organisational contexts and governance issues. Furthermore, you are characterised by high communication skills, advisory confidence, and a polished manner. Experience with SAP or SuccessFactors is an advantage.
