The Human Resources Department is looking for, for the HFR Fribourg - Cantonal Hospital, a:
HR Manager - Payroll and Social Security (80-100%) | Fixed-term contract (FTC) 12 months, with possibility of permanent contract
Your mission:
- Ensure the entry, updating and control of salary data in the HR Access payroll software (hirings, changes of assignment, departures, personal data)
- Enter and check variable remuneration elements (allowances, benefits and other salary components).
- Manage and monitor social insurance files, in particular loss of earnings compensation (APG), daily allowances in case of illness or accident as well as family allowances.
- Manage the administrative handling of withholding tax.
- Carry out the necessary checks before and after payroll closing.
- Process reimbursement requests for employee expenses.
- Draw up training agreements.
- Inform employees on questions relating to salaries and social insurance.
Your profile
- Commercial employee CFC or equivalent training
- Certificate as a social insurance generalist or HR manager
- Federal diploma as a social insurance specialist is an advantage
- Minimum 2 years experience in human resources
- Rigour, precision, strong organisational skills
- Stress resistant
- Comfortable with numbers
- Sense of responsibility
- Fluency in French or German with knowledge of the other language

Fixed-term employment for 12 months with prospect of permanent employment
Your tasks
- Recording, updating and checking payroll-relevant personnel master data in the HR Access payroll system (entries, position changes, exits, personal data).
- Recording and checking variable salary components (compensations, allowances and other payroll-relevant benefits).
- Processing and managing social insurance cases, in particular loss of earnings compensation (EO), daily sickness and accident benefits as well as family allowances.
- Administrative handling of withholding tax.
- Performing the necessary checks before and after the monthly payroll run.
- Processing employee expense reimbursements.
- Preparation of training agreements.
- Advising and providing information to employees on questions regarding salaries and social insurance.
Your profile
- Completed commercial basic training (EFZ) or equivalent education.
- Certificate as social insurance generalist or HR assistant (HRSE).
- Federal diploma as social insurance specialist is an advantage.
- At least two years professional experience in human resources.
- Careful, precise and well-organised working style.
- High resilience, even in hectic situations.
- Strong numerical aptitude.
- High sense of responsibility.
- Very good French or German skills with knowledge of the other language.
