Head of Data Governance & Specialist Applications Department and Data Officer 100%The Data & Analytics Department of the Office of Health is the competence center for data-related questions regarding healthcare in the canton of Zurich. It also shapes the work with data in the Health Directorate.
As of March 1, 2026, or by agreement, we are looking for a Head of Data Governance & Specialist Applications Department and Data Officer, 100%.
Your area of responsibility
- Management of the Data Governance & Specialist Applications Department of the Data & Analytics Department with professional and personnel leadership of 3 employees
- Deputy head of the Data & Analytics Department
- Data responsibility for the Health Directorate ("Data Officer"): Implementing the cantonal Data Governance strategy and actively developing a related data strategy for the Health Directorate
- Establishment, implementation, and further development of Data Governance structures, processes, and guidelines within the Health Directorate
- Enabling the organizations of the Health Directorate to manage data with high quality in accordance with legal and organizational requirements
- Coaching the office staff in the "life-cycle management" of office-specific specialist applications and data-driven IT solutions
- Ensuring compliance with and implementation of the ICT program in the office
- Ensuring close cooperation with the General Secretariat, the offices of the Health Directorate, and other directorates
Your talent
- Master's degree in Business Informatics, Data Science, Computer Science, Business Administration, or comparable education
- Several years of professional experience in handling strategic issues in the areas of data management, data governance, specialist applications, and data-driven IT solutions
- Very good understanding of data architectures, processes, and governance models
- Knowledge of legal and regulatory frameworks in dealing with data, ideally in the public sector or healthcare
- Leadership experience in an interdisciplinary environment
- Analytical, structured thinking as well as high problem-solving and implementation skills
- Building and maintaining sustainable relationships with stakeholders at different levels of cantonal administration
- Strong communication and consulting skills
- Independent, responsible, and service-oriented working style
