About the job
Head of the Infrastructure and Support Centre (CISU) from 80% to 100%
- SIEN241
- Attached to the Department of Security, Digitalisation and Culture, the SIEN is responsible for the IT of the State and its partners (municipalities, schools, health, social and parapublic sectors). It defines the strategy and provides services to all public authorities in Neuchâtel.
As a member of the SIEN management, you will lead the Infrastructure and Support Centre, one of the pillars of cantonal IT. You define the centre’s strategy, in line with that of the service, and translate it into guidelines according to priorities, while ensuring the availability, performance and security of the infrastructures and services on which the administration and its partners depend.
You manage the sector heads and develop a managerial culture based on collaboration, empowerment and continuous improvement.
On a daily basis, you supervise and steer the activities of your teams, organised around the centre’s three responsibilities:
- Providing quality services to users, with level 1 to 3 support and management of the IT equipment lifecycle.
- Ensuring the operation of systems, including the continuity of digital services (both transversal and specific to professions), daily operational security, network and telecommunications management, as well as associated equipment management.
- Advancing technological foundations by providing, maintaining and modernising infrastructures, as well as innovating the IT fleet, with a view to sustainability and sovereignty.
Holder of a master’s degree in computer science, information systems, engineering or an equivalent qualification, complemented by training in management or leadership (CAS, DAS, MAS), you have proven experience in managing complex IT entities, as well as leading executives and large multidisciplinary teams. You have expertise in infrastructures, data centres, networks and service management. A good knowledge of IT governance issues, cybersecurity and business continuity completes your profile.
You know how to provide clear direction and unite your teams around change. Your analytical and decision-making skills, negotiation sense and interpersonal ease enable you to operate confidently in a demanding institutional environment. Knowledge of public administration functioning is an asset.
