UNICEF supports the National Office of Child and Family Services (NOCFS) and its Implementing Partners (CSO and FBO) in institutionalizing the Parenting for Child Development (P4CD) Programme.

UNICEF developed the Parenting for Child Development Programme in 2016-2017 along with Faith based organizations from three provinces in Highlands’s region. The program was scaled up to six provinces by 2022, mainly implemented by Civil Society Organizations.

The parenting program is designed as a universal and preventative programme for parents and caregivers of young children aged between 3 and 10 years.

The main components of the P4CD programme are the prevention of violence against children and women enhancing positive parenting which moves away from violence discipline; increased family interactions and understanding their children better.

How can you make a difference?

Scope of Work:

The consultant will work with the NOCFS especially with the prevention staff of the NOCFS, aiming to support and engage the staff to understand the P4CD programme:

Building Capacities

  • Build Capabilities of the NOCFS Technical Team on the P4CD program.
  • Build capacity of implementing partners CSOs through the ToT model.
  • Work with SILAG and NTC to develop P4CD content materials for trainers and have government-accredited Trainers certified.
  • Stablish the P4CD network and develop an action plan, including needs assessment and capacity building strategy.
  • Support to develop a monitoring tool
  • Develop an SOP and ToR for the provincial implementation of the P4CD program, including the ToR for the Child Protection Officers at the provincial level.

Budgeting and planning

  • Provide technical assistance to include the P4CD programme in national and subnational plans.
  • Advocate with National and Provincial governments to commit funding for the P4CD programme.
  • Support NOCFS to develop a PIP funding proposal and submit it to national planning.
  • Develop and implement the framework for the P4CD programme can be used by the government and CSO

Multisectoral collaboration

  • Support the roll out of P4CD through cross sectoral cooperation with Health sector at subnational level (through convergence programme)

Awareness raising

  • Development of key messages and communication material to raise awareness on positive parenting and the programme itself.

Support the current implementation of the P4CD Programme

  • Coordinate and monitor the implementation of the P4CD with CSOs implementing partners
  • Develop programme documents with new implementing partners.
  • Support the NOCF to design and implement a model to support CSO (small grants model)
  • Design and implement a piloting of the P4CD Programme through NOCFS

Time Frame to achieve the above objectives: 18 months

To qualify as an advocate for every child you will have…

  • A minimum of two years of relevant professional experience, e.g., parenting programs, child protection, prevention of violence against children, gender-based violence, and/or child protection system strengthened community mobilization.
  • Demonstrated technical expertise in parenting programs and partnerships.
  • Experience in supporting implementing partners in developing and adapting training.
  • Experience in supporting government and implementing partners developing organizational policies and procedures.
  • Interpersonal skills: cultural sensitivity communication, facilitation
  • Proficiency in English
  • Diploma or specific courses on Social Science, or another relevant field.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
