Head of ERP Support and Development - UniField


Context & Mission

Médecins Sans Frontières is an independent, international medical and humanitarian organization that provides care to people in need, people affected by natural or man-made disasters, and victims of armed conflict, without discrimination and without regard to race, religion, creed or political affiliation (MSF Charter).

Médecins sans Frontières (MSF) has developed its own ERP system named UniField to cover its Finance and Supply activities and processes in the field (operations in 60 countries).

UniField’s first deployments started in January 2015 and is now deployed on more than 400 locations and is used by more than 3800 active users.

UniField is a fully functional ERP relying on both:


  • Local autonomous installations allowing for offline use

  • A central synchronisation server allowing for data exchange between installations whenever internet connection is available

MSF has put in place a structure “UniField Intersection Application Management Team” commonly called the Core Team, to provide operations support and to ensure the maintenance and the evolution of the application for all the MSF sections using the ERP for their field of operations (currently 4 MSF sections)

Reporting to the UniField Board, the Head of ERP Support and Development UniField is responsible for the management of the Intersection Application Management Team and the services provided to the MSF client sections.

Responsibilities

Ensure an effective service delivery to all MSF client sections related to the support, maintenance and development of the customized UniField ERP tool regarding Finance, Supply Chain and IT business domains

Define the overall support and development strategy


  • Define the support and development methodology and organisation

  • Define the application life cycle and the release strategy

  • Ensure coherence between client expectations and development of the tool

  • Define clear SLA regarding the Application Management Team services

Represent the Application Management Team in all intersectional platforms


  • Answer, participate and work with the UniField Board of directors to define UniField scope and strategic vision. Execute any tasks assigned by the Board.

  • Participate and work with the Finance, Supply and IT intersectional Business Requirements Committees to define the tactical plan and guarantee the overall coherence of the UniField developments and their alignment with the business processes

  • Ensure the operational plan is implemented by the Core Team Business Analysts within their related intersectional Business Requirements Managers working groups

  • Coordinate with the business the regular production of an end-user satisfaction survey

  • Deliver progress / activity reports to all stakeholders

  • Promote UniField to all other relevant actors / potential stakeholders

Manage and support projects


  • Manage and coordinate all UniField internal projects related to new functionalities from the design phase to the release into production with the support of the Business Analysts

  • Support any external projects related to UniField such as being a member of projects’ Steering Committees, projects’ Core team, projects’ task forces, RFPs team…

Manage the UniField Application Management Team


  • Manage the Core Team composed of Business Analysts, Support Officers, Data Analysts and Developers in their daily activities and from their remote places

  • Act as an operational Manager, advise, follow, support and back up Finance, Supply and IT team members

  • Review tickets with the team, ensure relevancy of the functional requirements and their management into release

  • Challenge the business/clients requirements when necessary

Act as the IT Manager


  • Coordinate the Intersectional IT working group

  • Manage all IT requirements and IT functions to be developed in UniField

  • Manage all IT incident tickets with the support of the ERP Support Officer

  • Ensure the running of UniField Data warehouse and Business Intelligence services with the support of the Data Analyst

  • Is responsible of the administration of all internal tools (Ticketing system, Teams workspaces, Password tools…)

Budget Management


  • Establish and follow up the Application Management Team budget

  • Validate and follow up invoices

  • Calculate and validate the cost rebilling to all MSF client sections

Documentation knowledge management


  • Ensure UniField documentation remains up to date for the Board, Breqs, BRM and Core team

  • Be the guarantor of the knowledge retention within the team

Note

This position implicates the capacity to analyse, synthetise and model the requirements of a large IS project, to coordinate the needs of the 4 MSF operational centers (OC) at an organisational and functional level, to design and develop complex information systems, to develop an innovative vision and anticipate future needs.

This project is particularly important for the MSF movement: the 4 Operational Centers (Amsterdam, Brussels, Geneva and Paris) cooperate intersectionally in order to develop common IS tools to support their operations. These new generation tools will be designed to have a life expectancy of over 15 years.

The situation requires a particular engagement from the person in charge, given the complexity of the project, the expectancy of the various MSF Intersectional platforms and of the users (operations), the implications of this project for the administrative management of the operations of the whole MSF movement.

Furthermore, this position requires specific communications skills and a high commitment to represent the Support Team in the various OCs, at an MSF Intersectional level and with all stakeholders.

Your Profile

Education


  • University degree (bachelor/master) in either Supply Chain or Finance

Or


  • University degree (bachelor/master) in Computer science with strong working experience in Finance and/or Supply Chain

Experience


  • Strong experience working in Finance and/or Supply Chain Management business areas

  • Experience in Application deployment, support and development

  • Experience as Project manager and/or managing and running a team, preferably in an IT support structure

  • Extended UniField experience and MSF processes, is a strong advantage

Skills/ Technical competencies


  • Project management methods (Prince2, PMP, ITIL etc…)

  • Expertise in software developments iterative methods (Agile Scrum)

  • Strong knowledge in Finance and/or Supply Chain Management business areas and ability to learn and master both

  • Knowledge of SQL and Relational Database Management System a strong advantage

  • Knowledge of BI tools such as Power BI a strong advantage

  • Knowledge of server infrastructure a strong advantage

Languages


  • English (strong oral and written skills)

  • Fluent French a strong advantage

  • A third language is an advantage

Terms of Employment


  • Full-time position 100% (40h/week)

  • Open-ended contract

  • Working place: Position based in any MSF Operational Center office using UniField (OCG, OCA, OCP, OCB)

  • Ideal start date: September 2nd, 2024

  • Salary depending on the OC contracting / country of residence
