Description
Under the guidance and supervision of the Chief of Evaluation and Learning (CELO), and in coordination with senior specialists and other team members, the Evaluation and Learning Specialist will carry out the following tasks:
Project Management

Provide dedicated support for end-to-end management of evaluation projects

Ensure the timely and efficient implementation of evaluation work; develop solutions to project challenges and identify key risks

Oversee the development and execution of evaluation and learning plans

Manage communication with evaluation oversight bodies, internal stakeholders, and external partners

Support the coordination of management responses and ensure appropriate dissemination of evaluation outputs
Technical Support

Conduct scoping reviews and syntheses to inform evaluations

Review and edit evaluation reports for quality and clarity, ensuring integration of stakeholder inputs

Apply analytical and technical expertise to resolve divergent feedback and ensure coherence

Contribute to the development of strategic documents, including committee papers, briefs, and presentations
Learning and Dissemination

Develop syntheses, summaries, and presentations for assigned evaluations

Collaborate with internal teams to create dissemination materials and ensure timely publication

Facilitate use of evaluation findings in strategic, policy, and operational decision-making processes

Coordinate internal input for the annual synthesis report summarizing key findings, recommendations, uptake, and management responses
Profile
Essential Qualifications and Experience

Minimum of 7 years of professional experience in international development or global health, including at least 1 year in disease-specific programs or health systems in implementing contexts

Extensive experience in evaluation, public health research, or implementation science

Strong background in project management

Previous work experience related to major global health financing mechanisms

Advanced degree in public health, epidemiology, international development, or related field
Desirable

Minimum 5 years managing complex, multi-country global health projects

Experience overseeing large-scale or country-level evaluations and contractor management

Professional experience in implementing countries

Familiarity with independent evaluation functions in global health institutions
Job Offer
Interim contract from August 2025 until December 2026.
