Strategic Analysis Intern - Network of Romand Veterinary Laboratories

As part of an intercantonal project led by the Swiss Association of Cantonal Veterinarians (ASVC) Western Region, the Directorate of Veterinary Affairs and Inspection of the Canton of Vaud (DAVI) is recruiting a master’s intern for a 6-month mission, in collaboration with the cantons of Fribourg and Neuchâtel.

In Switzerland, the diagnosis of epizootics is ensured by a network of public and private laboratories accredited by the Federal Food Safety and Veterinary Office (FSVO). In the cantons of Vaud, Fribourg and Neuchâtel, the veterinary services each operate a public laboratory functioning in a network, sharing analyses across a wide range of services related to epizootics to be eradicated, fought or monitored.

This Romand network plays a strategic role in the regional mobilisation capacity in the face of animal health crises, as demonstrated in the past by episodes of tuberculosis, BVD, bluetongue and Covid.

In a context of accelerated regulatory evolution: gradual adaptation to European directives, emergence of new diseases linked to climate warming, completion of certain national control programmes; this network must anticipate the organisational and strategic consequences for its laboratories.

The intern will contribute to analysing these issues and proposing adaptation measures to sustainably guarantee the quality of veterinary diagnosis, compliance with legal bases and the efficiency of the Romand network.

• Analyse the current situation of the veterinary laboratory network of the cantons of Vaud, Fribourg and Neuchâtel

• Identify factors likely to influence the evolution of diagnostic analyses in the medium term

• Develop prospective scenarios for the evolution of national surveillance programmes

• Assess the potential impacts of these scenarios on the organisation and resources of the laboratories

• Analyse the needs regarding the succession of management and leadership of laboratory units

• Propose alternative adaptation measures to guarantee diagnostic quality and legal compliance

• Write a recommendations report intended for the cantonal veterinarians of the three cantons

• Master’s student (university or university of applied sciences) in veterinary medicine, biology or life sciences, management and public action, or health sciences

• Ability to conduct rigorous documentary analysis and semi-structured interviews

• Fluency in French (working language); knowledge of German is an asset

• Interest in veterinary public policies and health risk management

• Analytical mind, autonomy and synthesis skills
