Role:
On behalf of the client, we are looking for an experienced leader as Head of Civil Engineering for the strategic, technical and operational responsibility of a municipal civil engineering department. You are responsible for the planning, design, realisation and sustainable further development of the urban civil engineering and road infrastructure and lead demanding large projects as client representative and overall project management. In addition to personnel and financial management, public procurement, political decision-making processes and cooperation with authorities, planners and other stakeholders are part of your area of responsibility. The position combines leadership, client representation, infrastructure development and project management in a demanding public environment.
Responsibilities:
Technical, personnel, organisational and financial management of the civil engineering department as well as leadership and development of employees
Strategic planning and ensuring the expansion, maintenance and renovation of municipal civil engineering and road infrastructure
Assuming client representation and overall project management for demanding infrastructure and urban development projects
Managing complex projects across all relevant SIA phases from strategic planning to realisation and commissioning
Responsibility for investment planning, project budgets, cost control, scheduling and quality management
Conducting and managing public procurement, tenders and awards for planning and construction services
Coordinating engineering offices, specialist planners, cantonal authorities, utility owners and contractors
Processing and accompanying approval, objection and other legal procedures related to infrastructure projects
Planning and conducting information events and participation procedures as well as leading negotiations with relevant stakeholders
Preparing decision-making bases, investment proposals and technical statements for political and administrative decision-makers
Providing expert advice to authorities, administrative units and external stakeholders on complex civil engineering and infrastructure issues
Further developing sustainable mobility, road space and infrastructure concepts taking into account long-term urban development goals
Qualifications:
Completed studies as a civil engineer FH/ETH, ideally specialising in civil engineering, traffic or infrastructure
Several years of professional experience in a leadership role in civil or infrastructure construction, preferably within a public administration or client organisation
Solid experience in client representation and overall project management of complex infrastructure projects across multiple SIA phases
Very good knowledge of project, cost, schedule and investment management
Experience with public procurement, tenders and award procedures in Switzerland
Knowledge of relevant SIA and VSS standards as well as the Swiss construction, planning and administrative environment
Experience in cooperation with political authorities, cantonal specialist offices, planning offices and other public institutions
