A cantonal public law institution, the CNP is tasked with leading the health policy of the canton of Neuchâtel in the field of mental health, in collaboration with partner institutions. The CNP aims to rehabilitate patients suffering from mental disorders by adopting an integrated and community psychiatry model; it implements public policies for the promotion and prevention of mental health; it acts as a reference centre in the field of professional training and research in psychiatry.

To achieve this, our Sourcing and Recruitment team is evolving its practices: deployment of a new ATS, automation, Talent Pools, new sourcing channels, direct approach, digital campaigns, structured and collaborative evaluation, development of our employer brand.
We are currently looking for a Sourcing and Recruitment Specialist who wishes to take an active part in this evolution: to bring their expertise, propose solutions, structure new practices and help collectively advance our recruitment methods.
Your mission
You will become the recruitment partner for managers, from identifying their needs to hiring and preparing the arrival of their future colleague.
You will build the recruitment strategy adapted to each situation: understanding the market, choosing channels and/or sourcing, managing applications, thorough evaluation, supporting decision-making and following up the process.
In a complex and regulated institutional environment, you combine rigour, agility and client orientation. You manage a high volume of recruitments, know how to prioritise and seek concrete solutions to meet the needs of teams and candidates.
You also actively contribute to the evolution of our practices. With the arrival of our new ATS, you will adopt new processes, participate in their improvement and propose solutions to gain quality, fluidity and efficiency.
As part of your role you will be expected to:
Advice to managers & recruitment management
o Advise managers in defining their needs, the skills sought and the recruitment strategy.
o Manage recruitments end-to-end: briefing, advertisement, preselection, coordination of stakeholders, decision, offer and preparation of arrival.
o Ensure a professional, smooth and respectful candidate experience throughout the process.
Sourcing & talent acquisition
o Develop an in-depth knowledge of the profiles sought and their markets to adapt your strategy.
o Identify and approach talents by mobilising relevant channels: Talent Pool, LinkedIn, professional networks, specialised platforms, partners, schools, events and digital campaigns.
o Contribute to the development of the employer brand in collaboration with the Communications team.
Evaluation & selection
o Conduct thorough assessments of skills, personality and professional functioning, and contribute to objective, documented recruitment decisions shared with managers.
o Design and use structured selection methods: interview frameworks, scoring grids, practical cases and reference checks.
Tools, processes & continuous improvement
o Fully utilise our new ATS to streamline processes, facilitate collaboration, document decisions and develop relevant automations.
o Contribute to the structuring and evolution of processes.
o Monitor your activity using indicators and contribute to the continuous improvement of recruitment quality and efficiency.
The profile we are looking for
You have:
o a Bachelor’s degree, a Federal HR Certificate or an equivalent qualification;
o at least 3 to 5 years of experience in recruitment, ideally gained in a complex, highly regulated environment or in the health sector;
o expertise in thorough assessment of skills and personality;
o experience in innovative sourcing and talent pool development;
o good command of digital tools;
o the ability to quickly understand a candidate market and build an adapted recruitment strategy;
o excellent organisational and prioritisation skills allowing you to manage a high volume of recruitments simultaneously;
o a strong client and solution orientation, combined with a consulting and partnership approach with managers;
o the ability to adapt with agility within a public institution, integrating legal, regulatory and contractual frameworks;
o analytical and synthesis skills, curiosity, autonomy;
o clear communication, excellent listening and great respect for confidentiality.
