The position is attached to the Real Estate Directorate . This directorate's mission is to define a real estate portfolio strategy, develop coherence in the monitoring of major projects according to the 2022-2040 hospital master plan in close partnership with the main State services linked to the Department of Territory, the Department of Infrastructure, and the Department of Health, optimise the monitoring of surfaces and future planning, while ensuring the smooth operation of services. More than 230 professionals carry out their missions daily with constant demands, a sense of service, and environmental responsibility.
As a strategic project manager in real estate planning, you actively participate in defining and deploying the HUG real estate strategy.
You are notably responsible for managing the institution, coordinating and monitoring the institution's real estate master plan, covering all sites operated or owned by HUG.
You also manage public project ownership missions and act as an internal consultant to the Real Estate Directorate. You conduct studies, perform diagnostics, and provide your expertise within the framework of complex and cross-cutting institutional real estate projects.
In this capacity, you gather and structure data related to assets, projects, and institutional needs. You coordinate the internal and external specialists involved and ensure the production of various deliverables according to objectives, deadlines, and expected quality levels.
You plan, organise, and lead the sessions necessary for project progress and ensure the involvement of all stakeholders.
In collaboration with cantonal and municipal authorities, you participate in urban planning reflections related to the development of HUG sites. You maintain close relations with the competent services in the fields of land use planning, urbanism, and building permits.
You intervene in the early phases of projects, notably during the definition phases of objectives and architectural and functional programmes.
You manage or contribute to preliminary studies and ensure coherence between institutional orientations, user needs, technical constraints, financial resources, and regulatory requirements.
You report on projects to governance and decision-making bodies. You prepare analyses and summaries enabling members of the Executive Committee, representatives of the owner, and various commissions to have reliable and structured information to make their decisions.
You ensure smooth communication between the different stakeholders and represent the Real Estate Directorate at internal and external meetings.
Finally, you contribute to the development of the Real Estate Directorate's reference frameworks, directives, and working methodologies to capitalise on best practices and sustainably improve project performance.
Qualifications
You hold a university degree at Master’s level or an EPF/HES engineer or architect diploma in architecture, engineering, urban planning, land use planning, real estate, or an equivalent qualification.
You have at least 7 years of confirmed experience in real estate planning, project ownership, architectural programming, or managing large complex real estate projects.
You master the early phases of construction projects as well as the standards, methods, and regulations applicable in Switzerland. A thorough knowledge of SIA service models and processes related to public project ownership is essential.
You have a good understanding of urban, heritage, economic, and environmental issues related to the development of an institutional real estate portfolio.
Experience in developing a real estate master plan, in a hospital environment or within a public administration, is a significant asset.
You are able to analyse complex needs, translate them into structured real estate programmes, and produce recommendations facilitating decision-making.
You master the principles of estimating investment, operating, and maintenance costs as well as the overall planning of real estate operations.
You are recognised for your management skills, strategic vision, and ability to coordinate partners from various professional fields without necessarily having a direct hierarchical link.
Your political acumen, interpersonal skills, and negotiation ability allow you to represent the Real Estate Directorate with institutional, cantonal, and municipal interlocutors.
You demonstrate autonomy, rigour, pragmatism, and excellent synthesis skills. Your oral and written communication enables you to make complex subjects accessible and present convincing recommendations to decision-making bodies.
You have a perfect command of French. A good knowledge of English is an asset.
