Legal Officer

The Directorate General for Agriculture, Viticulture and Veterinary Affairs designs and implements cantonal and federal policies in favour of sustainable agriculture, while ensuring the training of agricultural professions and the application of legislation on animal health and welfare. Its Headquarters brings together advisory and cross-functional support functions for the management and staff, including a legal team. To strengthen the existing team of legal officers, you will bring your expertise in public law and be responsible for drafting appeals, with the possibility of representing the management at hearings.

• Advise staff and managers on legal issues encountered in their files.
• Support management on legal, strategic and political matters, both in writing and orally.
• Process appeals against decisions of the Directorate General and draft the corresponding procedural documents.
• Supervise or draft administrative decisions justified in fact and law.
• Draft and adapt draft laws, decrees, regulations and directives governing the activities of the service.
• Support external persons and entities to the State of Vaud in their legal questions and ensure legal monitoring.
• Collaborate with federal and cantonal authorities on the service's legal topics.

• Master's degree in law, required
• Bar certificate, an advantage
• At least 2 years of professional experience in the agricultural, viticultural and/or veterinary fields, an advantage
• Knowledge of public procurement, an advantage
• Excellent writing skills, with particular ease in drafting legal and regulatory texts
• Good knowledge of German required, especially for reading doctrine and case law
• Sense of responsibility, public service ethics and client orientation
• Adaptability, flexibility and global vision, with good perspective skills
• Excellent communication skills, listening skills, spirit of mutual aid and collaboration
