Head of Construction & Energy (m/f/d)

Role:

On behalf of a client, we are looking for an experienced leader for the overall management of a municipal construction and energy department. You will be responsible for the areas of construction administration, structural and civil engineering, as well as energy supply and lead the organisation professionally, personally and economically. In addition to operational leadership responsibility, you will shape the strategic development of the department, advise political authorities and be responsible for budget, controlling and reporting. As a member of the executive management, you will also actively contribute to the long-term spatial, infrastructural and organisational development of the municipality.

Responsibilities:

• Overall responsibility for the professional, personnel, financial and organisational management of the construction and energy department

• Direct leadership and development of the core team as well as overarching responsibility for workyard and building services

• Management of tasks in construction administration, structural engineering, civil engineering and municipal energy supply

• Strategic development of the department and optimisation of processes, structures and services

• Responsibility for municipal construction, infrastructure, maintenance and investment projects

• Ensuring legally compliant handling of tasks in construction, planning and approval matters

• Advising the municipal council, authorities and commissions on construction, infrastructure and energy-related issues

• Participation in and professional representation of the department in commission, committee and project meetings

• Responsibility for budgeting, financial planning, controlling and reporting within the area of responsibility

• Coordination of collaboration with planning offices, engineers, energy suppliers, cantonal authorities and other external partners

• Further development of municipal energy supply and infrastructure taking into account long-term investment and renewal strategies

• Active participation in the executive management and co-shaping the strategic overall development of the municipality

Qualifications:

• Several years of professional and leadership experience in construction, construction administration or municipal infrastructure management

• Qualification as a Bernese construction administrator or comparable higher professional education or further training

• Sound knowledge of Swiss and Bernese construction and planning law

• Experience in personnel management as well as in managing larger organisational units

• Knowledge of budgeting, controlling, investment planning and public finance

• Experience with municipal administrative and decision-making processes is an advantage

• Very good German language skills spoken and written
