The Riviera-Chablais Hospital, Vaud-Valais (HRC), is an inter-cantonal reference hospital, bringing together more than 2,200 collaborators. The main responsibilities of this position are
Management of the Real Estate Unit
- Manage the staff of the Real Estate Unit: setting objectives, annual evaluations, skills management, team leadership and development support.
- Recruit, integrate and develop the Unit's collaborators in compliance with institutional directives, HRC's HR strategy, and the service's development needs.
- Ensure planning, prioritisation and distribution of project workload within the Unit, ensuring alignment between available resources and the criticality of files.
- Guarantee the quality, coherence and reliability of deliverables produced by the Unit: studies, plans, permit files, tender documents, site monitoring, reporting.
- Structure project management practices within the Unit, promoting common methods, clear validation milestones and effective coordination.
- Promote a culture of high standards, rigour, and cross-functional collaboration.
Real estate strategy and multi-year planning
- Propose to the General Management a real estate vision consistent with the institution's medical-care, operational and financial orientations.
- Develop, update and manage the multi-year Infrastructure Investment Plan (PPI), ensuring prioritisation and presentation for validation before governance bodies.
- Advise General Management and operational departments on construction, renovation, transformation and optimisation projects of premises.
- Provide architectural and technical expertise on complex projects: hospital engineering, flows, critical environments, regulatory requirements.
- Optimise space utilisation and sustainably harmonise materials, finishes and technical standards to support efficient operation.
Management of real estate projects and technical documentation
- Manage all real estate projects of the establishment.
- Act as Project Manager for the institution's strategic real estate projects, from opportunity study phase to reception and commissioning.
- Define, contract and manage mandates entrusted to external agents (architects, engineers, surveyors, etc.) according to SIA standards and public procurement rules.
- Ensure compliance with the cost / deadline / quality triptych across the entire project portfolio.
- Establish the annual and multi-year CAPEX budget related to the Unit's activity.
- Monitor project execution, optimise investment expenditure through a total cost of ownership (TCO) approach and alert management in case of deviation.
- Define and maintain the technical document management policy for the built heritage (plans, executed work files, technical archives).
We require
- Higher education in architecture, civil engineering, building services engineering (CVSE) or related field (ETH, HES level) or equivalent recognised qualification in Switzerland.
- Proven experience in project ownership and/or project management on complex real estate projects, ideally in hospital, biopharmaceutical or complex technical environments.
- Confirmed managerial experience, ideally at least 3 years.
- Good knowledge of the legal and regulatory framework for construction in Switzerland: SIA standards, LATC, RLATC, OAT, AEAI, building permit procedures and relations with authorities.
- REG A or B registration desired, or willingness to register.
- Proficiency in CAD/BIM tools and project management software; knowledge of AutoCAD, Revit, MS Project, Archicad or equivalent appreciated.
- Excellent command of spoken and written French; technical English appreciated.
