In the heart of western Lausanne, the City of Chavannes-près-Renens, home to nearly 12,000 inhabitants, is experiencing a period of accelerated development and growth. Faced with the increasing complexity of public administration management, heightened transparency requirements, and the implementation of MCH2 standards, the municipal administration must strengthen its finance department and risk management. To reinforce the team, the Municipality is seeking:
A Financial Planning and Risk Officer at 60 - 80%
Your main missions and tasks:
- Financial planning:
Develop, update and simulate the investment and operating financial plan
- SCI (Internal Control System):
Deploy, develop and document the SCI
Identify, assess and maintain the risk catalogue (financial, operational, legal, reputational)
Formulate internal directives, formalise key processes and ensure segregation of duties as well as traceability
Support departments in meeting SCI requirements and in developing key procedures, and monitor audit recommendations
- Accounting:
Participate in maintaining the accounts
Manage treasury, cash, bank and postal accounts
- Administration:
Respond at the counter and to telephone calls from colleagues and citizens of the municipality
Draft correspondence
Your profile:
- Bachelor’s degree in economics, business management, public finance (University of Applied Sciences/University), or federal certificate (Specialist in finance and accounting) required
- Master’s degree in economics, business management, public finance (University of Applied Sciences/University), or federal diploma (Expert in finance and accounting) preferred
- 3 years’ professional experience in a similar position preferred
- Knowledge of MCH2
- Proficiency in the Office Suite (Word, Excel, PowerPoint)
- Knowledge of URBANUS software preferred
- Native French speaker
- Ability to take responsibility and perform work with minimal supervision and controls
- Strict discretion regarding confidential matters to respect individuals and rules
- Tendency to show commitment to assigned responsibilities, concern for work quality, and accountability for one’s own actions or decisions
- Ability to identify and relate elements of a situation and organise them into a concise, coherent and understandable whole
- Propose improvements and find new or innovative solutions
- Strong willingness to collaborate with colleagues or others working towards a common goal
- Discernment in how to act with different people or handle a situation or problem
