The Finance Directorate of the HUG is responsible for the hospital's financial, budgetary and accounting management, patient administrative management, tariff setting and billing, investment planning, and the development and maintenance of business intelligence. It manages a budget of nearly 2 billion francs, processes and controls over one million supplier invoices and over one million patient invoices. It is also responsible for producing all official statistics submitted to health authorities and management indicators. Furthermore, it monitors issues related to health economics and hospital financing.

You contribute to the missions of the Finance Directorate (FD) under the hierarchical responsibility of the head of the Medical-Economic Management division.

As head of the business intelligence department, you are responsible for leading teams of IT engineers and statistical economists tasked with successfully carrying out the missions of the business intelligence service (BIS).

You must define and implement the business intelligence IT strategy by overseeing the evolutionary development and maintenance tasks of the institutional business intelligence IT platform, which includes a data warehouse and several dozen dashboards and analysis tools for the strategic and operational management of the HUG in various key activity sectors (institutional management, patient flow, quality of care, medical statistics, emergency and operating theatre sectors, finance, human resources, billing).

You lead and validate the technical evolution work of the business intelligence IT platform. You support the development team in their skills development, ensuring the application of standards, methodologies, tools and best development practices in compliance with the standards defined for this business intelligence platform.

You must also supervise the exploitation of medical-economic data to support the strategic financial processes of cost accounting (REKOLE, ITAR-K).

You must also ensure compliance with legal obligations for the transmission of medical-economic data (for example, FSO statistics, ANQ, SwissDRG) and manage relations with external organisations.

You participate in reducing billing delays and optimising billing quality by ensuring the evolutionary maintenance of IT tools for hospital stay coding (list of cases to be coded, alerts to coders and follow-up of clinical documentation).

You are responsible for managing the organisational reference system (POS) of the hospital information system and continuously improving its model and quality in connection with IT.

You contribute to the evolution projects of the financial information system (FIS) by providing project management assistance (PMO) services for the Finance Directorate's projects.

You hold a Master’s degree in Computer Science (computer systems or computer science) or an equivalent qualification. A specialisation in business intelligence or decision support IT is essential.

You have at least 8 years of experience in project management aimed at deploying decision support system architectures and analysis and management tools (statistics, indicators and dashboards).

You demonstrate excellent abstraction and conceptualisation skills and are comfortable analysing and modelling complex, multi-domain data.

You have a thorough knowledge of health data regulations.

You can demonstrate managerial experience in leading expert teams and have shown the ability to mobilise teams to deliver IT projects in a demanding environment.

You have the ability to prioritise in a complex environment, as well as influencing skills.

You are perfectly comfortable in multi-stakeholder relationships and communication.

You work with great autonomy while knowing how to collaborate with diverse teams and support working groups.

Your rigour, analytical sense and ability to structure complex situations are essential to succeed in this role.
