Job Description
The regional employment offices (ORP) of the canton of Vaud, attached to the General Directorate of Employment and Labour Market (DGEM), are responsible for assisting job seekers in their job search and supporting employers in recruiting staff. They play a key role in implementing employment policy and combating unemployment.
As a member of the Office's management, you support the leadership of the ORP, assist the projects of the general management, and contribute to the quality of relationships with our partners. You organise and support the activity of the staff in your group, in close connection with the head of the ORP as well as other managers of the Office, and ensure the development of their skills, while controlling the quality of service provided to the Office's clients and compliance with the legal framework.
Alongside your managerial responsibility, you monitor and advise job seekers, aiming for their rapid and sustainable placement in the labour market. You select appropriate placement strategies for each individual and have specific measures to develop their employability. You are also responsible for ensuring compliance with legal requirements for the people within your portfolio. Thanks to the quality of your candidate proposals, you are a key player for companies seeking staff.
Responsibilities
Organise and support the activity of a group of ORP personnel advisors.
Organise, optimise and control the quality of work of your group.
Ensure the development of skills of the personnel advisors in your group.
Support the head of the ORP and the DGEM management.
Carry out ORP personnel advisor activities, namely:
Rapidly and sustainably place each job seeker.
Establish a reintegration strategy for each job seeker.
Activate and advise each job seeker through counselling and monitoring interviews.
Monitor the efforts of each job seeker towards professional reintegration and administratively manage the files of job seekers.

Qualifications
Federal diploma as HR specialist, social insurance specialist or other equivalent qualification.
Several years of experience in at least one of the following areas: counselling and placement, socio-professional reintegration or human resources, as well as management.
Ability to lead and motivate a team of staff by adopting a participative leadership style.
Ability to initiate and promote organisational changes.
Flexible and able to adapt to changes, while inspiring these qualities within the team.
Good knowledge of the Vaud employment market and economic fabric.
Mastery of interpersonal and social skills aimed at results orientation.
Stress resistance, rigour and precision in task execution.
