Head of Department Structural Engineering and Planning (m/f/d)
Salary - CHF130,000 - 135,000Our ROCKEN partner is an attractive municipality. As a service centre for the municipality, the school, and the technical operations, the IT department is responsible for the ICT infrastructure.
Role:
On behalf of our client, we are seeking an experienced leader to head the Structural Engineering and Planning division in a public administration in the canton of Zurich. In this responsible role, you will lead the department technically, organisationally, and personally, and will be particularly responsible for building permit procedures, building inspections, as well as local and land-use planning. You will advise authorities, administration, and private individuals on complex building and planning law issues and ensure the legally compliant handling of procedures. At the same time, you will actively shape the further development of the department through digitalisation, process optimisation, and modern administrative workflows.
Responsibilities:
Technical, organisational, and personnel leadership of the Structural Engineering and Planning department with responsibility for employees, resources, and workflows
Responsibility for the execution and coordination of building permit procedures in accordance with the Zurich Planning and Building Act (PBG) and other relevant regulations
Review and assessment of building applications, coordination of internal and external specialist offices, and ensuring legally compliant procedure management
Advising building authorities, municipal authorities, administration, builders, and planning offices on complex structural engineering, planning, and permit issues
Monitoring approved construction projects and organising building inspections and approvals to ensure compliance with permits
Responsibility for topics related to local, directional, and land-use planning and coordination of corresponding planning procedures with cantonal and external specialist offices
Preparation of applications, resolutions, reports, and directives for political and administrative decision-making bodies
Technical and administrative preparation and follow-up of commission and authority meetings, including minute-taking and implementation of resolutions
Support of complex structural engineering and site development projects and assessment of issues related to use, access, and building law framework conditions
Further development of the department through digitalisation, process optimisation, electronic document management, and efficient permit processes
Ensuring professional file management, deadline and procedure control, as well as transparent reporting to the responsible authorities
Qualifications:
FH/ETH Architecture or comparable technical education with further training in construction or spatial planning
Alternatively, technical or commercial basic training with specialised further education, for example VZGV professional certificate in construction/spatial planning or IVM professional diploma in construction
Several years of professional experience in municipal structural engineering, building permit procedures, or spatial planning, ideally with leadership responsibility
Sound knowledge of Zurich administrative, planning, and building law, especially the PBG
Practical experience in building permit procedures, building inspections, land-use planning, and administrative decision-making processes
Very good IT user skills and experience with digital administrative, business, or document management systems
German at a confident level for preparing official resolutions, reports, applications, and correspondence
