Head of Probation and Enforcement Services Staff 80 - 100%Correctional Services and Reintegration (JuWe) is part of the Directorate of Justice and the Interior of the Canton of Zurich and is responsible for criminal and measure enforcement as well as the implementation of various types of detention. For our 1,400 employees from around 40 professions, the successful social reintegration of offenders and the prevention of recidivism are of particular importance.
The Probation and Enforcement Services (BVD) are one of eight main departments of JuWe and are responsible for the regulation and management of the enforcement of custodial sentences and court-ordered measures as well as probation assistance. They thus make an important contribution to crime prevention and social integration.
From 1 October 2026 or by agreement, we are looking for a charismatic personality who, as head of staff and member of the executive management, actively shapes and manages cross-departmental transformations and support services. You are responsible for strategic key projects, set key performance indicators, and vigorously advance topics such as digitalisation and quality management.
This is your field of activity
- You lead an interdisciplinary team of around 8 employees and develop the staff unit specifically as an effective control and support function for the executive management
- You manage strategic projects - from conception to sustainable implementation in operational business
- You design and accompany change and transformation processes, involve employees appropriately, and ensure that new structures, processes, and systems are sustainably anchored
- You actively drive the digital development of the BVD, identify optimisation potentials along the core processes, and translate these into effective solutions
- You develop an impact-oriented quality management system, establish clear control mechanisms, and use data purposefully for continuous improvement
What you bring with you
- You have a master’s degree (e.g. social sciences, public management, business administration) or an equivalent qualification
- You have leadership experience and specifically develop teams and organisational units
- You have solid experience in managing complex projects, ideally in the context of transformation, digitalisation, or quality management
- You possess pronounced conceptual and analytical skills and translate complex issues into actionable solutions, and you have an affinity and interest in legal matters
- You have experience dealing with different stakeholders and move confidently in a dynamic, politically influenced environment
- You communicate clearly and appropriately for the audience, assert yourself even in demanding situations, and effectively shape collaboration across all levels
- Your reputation is impeccable (no entries in the criminal record or debt enforcement register)
