Specialist Responsible for Public Procurement 80-100% (m/f/d)

Responsibilities:
You develop procurement strategies for construction services, building maintenance, energy supply, and operational facilities.
You independently handle public tenders according to BöB/VöB and WTO-GPA.
Together with the specialist departments, you specify requirements and define suitable awarding models.
You evaluate offers based on defined criteria and prepare award decisions.
Through negotiations, framework agreements, and bundling of requirements, you improve procurement conditions.
You create contract foundations and coordinate their alignment with internal specialist departments and suppliers.
You continuously develop purchasing processes, internal controls, and digital tendering tools.
The professional coordination of a small purchasing team is also part of your responsibilities.
Qualifications:
Higher education in business administration, construction, engineering, or supply chain management with further training in purchasing.
At least six years of experience in strategic and operational purchasing.
Several years of practice in public procurement with sound knowledge of BöB/VöB or IVöB.
Experience in independently conducting tenders, ideally including WTO-mandated procedures.
Knowledge in procurement strategy, offer evaluation, contract design, and negotiation.
Analytical skills as well as a structured and solution-oriented working style.
Confident appearance towards specialist departments, suppliers, and other stakeholders; initial leadership experience is an advantage.
Very good German and good English skills; French is an advantage.
